The principal 'event at Ottawa. during 'the past week was theepres- entatfon of the report of the /insur- ance Commission Whiet has been fee eagerly flookzd for by Many. Now that it has come, it 10 of enifficient volume to engage the attention: of the membere tor some time 1=4 it will !require censiderable induetrS to thoroughly assimilate and digeet centents. This may be judged from, the feet that the report, exclusive of evidence, comprises scene five Ihuin- deed folios of manuscript- and deal' exha.ustively with the whole 'ques- tion Of itje regulation ,ot insurance tompanies, making meal important recommendations affecting the rela- tion: of directors to policyholders and their intererits, the powers and dub= lea of directors with regard tor ine vestments and managerneet generally, the range of permissable investments the valuation of spondee, the distri- bution of the profits to policy holders, honest and economical irnandgenen4; the need of greeter puelicity ,with regard to all insurance transactions, .atndaydizatboi o.t pOlicies, !the evils of the !rebate serstene, more effective sepervision by the Federal insurance officials, etc. A drat Ibill of 74 pages is submitted with the report, embodying, all the changes !recom- mended in the present act. The ee- port =gives a very judicial and im- partial sum -nary of the evidence ad- duced, criticizing sharply- many of the evasions of tha. spirit and letter of the act by the various com-panles, as brought out during, 'the investiga- tion, and amply demonstrating the need of such ,en Inquiry. It also emphasizes the necessity of directorir remaining strictly trustees of the -company funds, and retraining from any personal and speculative connec- tion in dealing therewith. Judging from the newspaper sum- maries of the report, it is no respect - o! persons It :deals out amours and criticieni alike to Grit and Tory, high and low, who; in the ,iretimation of the commissiene-rs deserve it It names and carifies those officials who through the medium of eulisi- darY companies with which they are eoninected, manipulated the trust funds under their control -tor !their own enrichment and et the expense ef the policyholders of their companleisi • and who used their positions to pro- cure enormous salaries for their sons • and relatives in positions under the company where the duties are rnore 'nominal than !real. It, also adminis- ters a scathing rebuke to tha of- ficers of fraternal insurance societies, Who use the moneys intrusted to them in prIvate speculations, where all the profits go e to the speculating of- ficers and all the risks are! assumed by the society. It further zugFestS legislation calculated to put a stop to this sort of thing. The report should have a purling and 'beneficial in- iluence. But, while the report ex- poses abuses cif management on the part oe several companies, Butch as we have mentioned, It is very gratify- ing to note that no hint is given that the sevetal companies are not on a. thoroughlysound financial basis, and that the money of the Insured 10 not absoultely safe. The only thing is, that insurance, by !reason of the abuses mentioned, is costing very much more than it should, and more than it would do if these a,buses cite not exist. The draft bill, which accompanied the report, is said t b. oc_ a veryi draitic and far reaching nature. It is not likely it will be -adopted by Par- liament in the shape in which the Commission submit it, but it may' fur- nish the basis for legielation which will place the insurance companies and societies on a better footing, by making them more fully subject to effieient Government supervielan and control, and less victims of the greed of grasping epeculators and pocket patriots. The Ontario Legislature. The first divisions of the sessioa was taken in the Legielaturc one :day last week, and closed up quite an animated debate. The division took place on a motion by Mr. Preston, of Brant, to the effect thee the con- tract system, as applied to prispri labor, is harmful to the prisoners employed on sucn contracts, prejudi- ciente both labor and capital employed outside of prisons, and opposed te sound public policy. It was found that his hip bone was fractured and he was oth- erwise bruised' but not seriously In- jured. It is almost a miracle he was not killed.
