tion in dealing therewith.
Judging from the newspaper sum-
maries of the report, it is no respect -

poses abuses cif management on the

ing to note that no hint is given that

that the money of the Insured 10 not
absoultely safe. The only thing is,
that insurance, by !reason of the
abuses mentioned, is costing very
much more than it should, and more
than it would do if these a,buses cite
not exist.
The draft bill, which accompanied
the report, is said t b. oc_ a veryi
draitic and far reaching nature. It is
not likely it will be -adopted by Par-
liament in the shape in which the
Commission submit it, but it may' fur-
nish the basis for legielation which
will place the insurance companies
and societies on a better footing, by
making them more fully subject to
effieient Government supervielan and
control, and less victims of the greed
of grasping epeculators and pocket
patriots.
The Ontario Legislature.

place on a motion by Mr. Preston, of
Brant, to the effect thee the con-
tract system, as applied to prispri
labor, is harmful to the prisoners

tracts with the Government for Cen-
tral Prison labor now in existence,

Serious Accident. -We regret to
learn of a very serious accident which
betel Mr. Thomas McFadden, of this
township, on Thursday of last week.
Mr. McFadden was engaged in the
gravel pit on his farm on the '4th
Concession with a number of other
men when the bank caved in. The
other men were able to get out of
harm's way, but Mr. McFadden did
not notice his danger till it was
too late and he was 'buried. in the.
earth.- Willing hands were prompt-
ly at his aid and he. was soon re-
lieved from his perilous position and
taken to his home and -medical aid
sent for. It was found that his hip
bone was fractured and he was oth-
erwise bruised' but not seriously In-
jured. It is almost a miracle he was
not killed. He is getting along as
well as could *-be expected and the
many friends of the genial Tom,while
deeply sympathleing with him l'n his
misfortune, will wish. him a speedy
and complete recovery.
