Be it therefore enacted by the municipal council
of the Town of Seaforth
I. That it shall be lawful for the Corporation of
the Town of Seaforth to raise by way of lean from
any person or pereone, body or bodice Corp Trate,
who may be, willing to advance the same on the de-
bentures hereinafter mentioned a sum not ,exeeediug
In the aggregate the sum of 8171;000.-
II. It shall be lawful for the said C -rporation to
cause to be made any Dumb° cf debenturee net' lees
than $100 each, and nct t•xzee in In tho aggregate -
the sum of 317,000, which shall be payable not later
than ''e0 yeare froni the iESue thereof, And ;such de-
bentures shall be treated with the seal of, the said
Corporation; and shall be signed by the Mayor and
Treasurer thereof,
III. the I said debentures 'hall, have attached
thereto coupons for the prime t of interest thereon,
at the rate of four per cent. per annum from the
date thereof; payable annually 'on the firet day of
June in each year, at the Ltlici of the Treasurer of
the Municipality of the Town o Seaforth.
IV. For the purpose of forming a sinking fund
for the paytotnt of said debentures. the sum of
$570.89, in addition to all other rates shall be levied
ad collected by special rate upen all the, rateable
property in the said Town of Seafoith annually dur-
ing the currency of the said ,debecturee, or any of
them, and for the purpose of paying the intereat on
the said debentures, the sum of 6080 ehall, in ad-
dition to all other rates, be levied and c,ollected by
special rate upon all the rateable "property in the
eaid Town of Seater th annually durieg the currency
of the said clabenturee, or aey of them.
V. It shall be lawful for the said Corporation of
the Town off &atm th to lend the sum el 817,000, to
be mind under this By -Law, to Robert Bell, Jr., for
the purpose of aiding hin) in the establiehmeot and
exteneion of his business as a foundrymen and. me-
chiniet in the Town of Seaforth witeout interest, to
be secured by a mortga e upon the lands, buildings,
machinery and plant of the Naid Robert Bei). jr., to
be reepaid by twenty annual instulmente moil lent to
provide for the paymeet of the ticking fund and
upon euch other terms as to the Bald Corporation
may Bum proper, and the *aid Corporation may ex-
empt said lands, machinery and plant from4axation,
exeept Or etchool purposes, for a period Of twenty
