President Cleveland on the
Fishery QuestiOn.
Among the great variety of topics re-
ferred to in °President CleVeland's an-
nual message to Congress, the fisheries
question holds a prominent place. ihe
tone of its,, -utteranees is, in the main,
conciliatory, and the wish for a friendly
and mutually advantageous settlement
of the difficulty is expressed, but in one
passage the President is guilty of a de-
cided violation of accuracy and pro-
priety in blaming the action of the Can-
adian officials as seriously threatening
the maintenance of friendly relations.
In protecting our fishermen from the en-
croachments of New England pirates,
our Government have acted strictly in
the line of their duty. To haVe done
less would have been a culpable derelic-
tion.
The PreOident announce l that liege'.
tiations with a view to '0 satisfactory
settlement are still pending, and hopes
that the present session of Cnngress will
take action to that end. It is to be
feared that this utterance is penned
rather with a view to its diplomatic
effect, than in any real expectation, of
such a conclusion. If the last Congress,
in which the Democrats were consider-
ably stronger than the present body,
were unfavorably disposed, it is hardly
to be expected that a treaty would have
any chance in a Congress where the
'Republicans master so much more
strongly than last year.
The fishery question, we fear, is des-
tined to remain a '6 questioni" for a long
time yet.
Take Care of the F9athers.
Quite a valuable industry is now car-
ried on in France in the ntilization of
the different kinds ot feathers formerly
treated as worthleg, especially those
obtained in plucking ducks, chickens,
turkeys, and those of wild fowls and
other birds killedas ginae The plan
t
pursued consists in trimming these, par-
ticularly the largerones, off the stunip,
which may be thrown away; the pl Imes
being then Made use of in the manufac-
ture of a feather cloith or blanket, which
possesses the essential quality of being,
exceedingly light and at the same time
very warm. The plumes which are
separated from he stalk are placed in a
bag, closed tightly, and then subjeeted
to rubbing between the hands, as in
washing clothes. In a few minutes the
fibres are by this means separated from
each other, and form a perfectly hemoe,,
gel:mous and very light down, applicable
by simple oPeration to the production of
quite a variety of coverings and other
household objects at a reasonable cost.

Counting the Hairs of the
Head.
An eminent German has undergone
the enormous labor of counting the num-
ber of hairs in heads of four different
colors. ILI B. blonde he fund 140,000
hairs; in a brown, 109,440; in a black,
108,962; and in a red one, 88,740.
What the red and black heads wanted
ia number of hairs was made up, how-
ever, in the greater bulk of the hairs in-
dividuallyaand in all probability the
acaipS were pretty equal in weight. It
is to the fineness and multiplicityof
hairs that blonde tresses owe the Hell
color and silk -like character of their
flow, a eireunkstance which artists have
80 loved. to dwell upon.
—Much, interest is excited in med-
ical circles by the successful issue
of a remarkable operation last week
performed. by Sir William MacCor-
mac of the royal college of surgeons,
'London, England. It is the second
operation so performed by him within
the last few months; and it is believed
that there are no previous instance S of
success in such an operation in Eurorie or
possibly in America. On Tuesday, Wth
November, a slater fell from the scaffold
ef a house, a distance of 18 feet, to I the
ground. Ile was 'carried. to the hospital-
sufferine extreme agony. No bones were
found to he hroken, but on Wednesday Sir
Wm. MacCormac, diagnosing the case,
came to the conclusion that the bladder
had been ruptured. The man was
