• Upper Canada College.
To the Editor of the Huron Expositor.
DEAR SIR : The Globe announces that
the Government has decided to:galvan-
ize-tipper Canada College into a fresh
lease of life by superannuating three of
the masters, reducing the salaries of
other two, and placing the institution
under inspection. In other words, the
Minister of Education has coolly decid-
ed that Toronto shall have two Colle-
giate Institutes instead of one, and this
in the face of riblic opinion vigorously
expressed both within and without the
House. It was shown that sixty thou-
sand acres of high school lands were
illegally diverted to this pet school by
a stroke of Sir John Colborne's pen in
the brave days of old. It was proved
that the present1 value of the property_
held by the College is about three hun-
dred and fifty thousand dollars. It has
never been denied that over one-half of
the pupils are net capable of entering a
high school at all, but are in fact mere-
ly boys of tender years who ought to, be
in the lower classes of the Toronto
public schools, did not their parents
imagine that it Would be a disgrace to
their family name to send their darlings
to anything less than a "College."
Thus the honest farmers of this coun-
try are losing the interest on three or
four hundred thousand dollars annually
in order to keeprip a " tony," select "
school for a few families in Toronto.
When the whole press of the Province,
from Point Fortune to Sandwich, has
pronounced the doom of this worn-out
institution, when the Ministers could
not command a handful of votes and
were obhged to withdraw their propos-
ed measure, they now attempt to ac-
complish their purpose by an Order in
Connell. In other words, they defy
public opinion, and by means of some
minor changes they hone to throw the
dust in the eyes of the country mem-
bers and get them to acquiesce in a
monstrous imposition which would not
live a single day if it had to depend on
the votes of the men who represent the
people, and not a petty clique of the
best families " in Toronto. The Gov-
ernment will have to try some other
soothing syrup. The very reforms they
propose are confesSion that the institu-
tion is unnecessary and superfluous.
Mr. Crooks' Special Report to the
House was the most one-sided piece of
special pleading that ever emanated
from the Education Department. He
evidently thought the members were
verdant enough to swallow anything.
But he was mistaken. They had read
Sairey Gamp's remarks about " the
whale in Jonah's belly," and wouldn't
swallow that fishy report. What they
dared not bring to a vote, ithey now
Ererempt to settlif in a quiet way during
ti
Geese. It cannot be done. The
will of the people has been unmistak-
ably expressed. Upper Canada College
is a doomed institution. It belongs to
the times and manners of the Family
Compact, and this last move on the
part of its supporters smacks rather too
strongly of those good old times when
an Order in Council was more potent
than the expressed will of a free people.

Mn. EDITOR—Sir: As it is expected hote
that Ontario and the Eastern Provinces that
of the Dominion of Canada shall witness -
this spring and sum -mer a larger exodus
of their respective populations than ever
in the history of Canada, and as it is
very likely that as many, if not more,
shall emigrate to Dakota and the other
territories of the United States as shall
go to Manitoba or the Northwest Terri-
tories, it may be well for all intending
emigrants to consider, before they take
the leap, the respective merits of the
two countries as a future home for
themselves and their families. I hap-
pen to have seen a considerable portion
of the two countries during the last two
years, and. am, 'therefore, in a position
to offer an opinion on the subject. It
is very true, too lamentably true, look-
ing from a patriotic Canadian point of
view on the 'matter, that fully two-
thirds of the population of Dakota to-
day are natives of Canada, who have
settled there during the last two or three
years. Take the farming districts from
Fargo to Casselton, and thence to
New Buffalo, and the population is
nearly all Canadian, whilst the -towns
and villages aldng the line are made up
largely of the expatriated natives. The
Elm River settlements are nearlyfto a
man Canadian, and so along on, .the
principal settlements to Pembina, near
the Manitoba line. But why is it so ?
Dakota does not offer any superior na-
tural advautagbs to Manitoba, or the
,Northwest Territory for the emigrant ;
neither do the Government of the
United States offer their lands on more
liberal terms to the eettler than is offer-
ed in Manitoba—in hot not so liberal,
for in Dakota the homesteader must
live five years on his land without any
intermission before he receives his pa-
tent for his homestead, whereas in
Manitoba he is required to live only
three years on his land, which heed not
be oontinuous, when he gets his patent,
and he can then sell if he should desire
another locality, or if wished to take
up other business than farming. Wood
is not to be had at all in Dakota west
to 13ismarek, once a person leaves the
precincts of the Red River, and the
settler, consequently, must depend upon
the tender mercies of the Northern
Pacific"Railway Company for his sup-
ply of firewood to keep him from freez-
ing. In Manitoba the rivers, which are
more numerous than in Dakota, are!all
heavily skirted with abundance of wood
suitable for fuel.
South of the 49 O of latitude it is a
deplorable fact that the fourth cornraaiadment is'one which the inhabitants
generally would like to see expunged
from the Decalogue, and I am sorry to
say that Canadian settlers, in too many
instances, fall in with the predominant
