the letter or the .package. This is done,

advertising the wares of business firms

ex ease of members. Those of them
w o are most generous when the
pu lie bear the burden, are the least so
when they are required to bear the
burden themselves. The Govern-
ment should not permit another session
of Parliament to pass without taking
steps to radically stamp out this fraud.
This is no -partizan question, but- one

in which all are alike interested, andf
the Government have not the courage
to grapple with it, they are not fit to Ile
the guardians of the country's intereste

the immense hordes of Civil Servants .is

members,—that these gentry not only•
get all their own correspondence -carried
free of postage but that of their friends
as well, and that they are not satisfied
with free correspondence, but habitual-
ly burden the mail bags with parcels of
clothing and other articles which should
be transmitted by express. This is not
only a disgraceful., but au intolerable
state of affairs. There is no just reason
why the privilege should be extended to
members of the civil service at all.

not improbable but thousands of these
circulars have thus been sent broadcast
over the Dominion, and that in this one
instance alone the Post Office Depart -
m ent has been defrauded of a very con-
siderable aura. And this is only -one
instance that has come to light. It is
no doubt a fact that in this way the
country annually loses large amounts,
as when two or three cases have come
to light there are many more, perhaps
more flagrant, which are only known: to
the parties implicated. But it is not -
only the country that is defrauded, but
a great injustice is being done to honest
dealers and traders, who would disdain -
to do so mean an act. The saving of
two or three hundred dollars of postage
even in a year is a very considerable
item in these days of keen and cloae
competition, and the member or the
friends of members who can secure
their postage free in this way gain a
very considerable advantage over those
who do not. This_ franking business,
now that it is subject to abuse, should
be abolished altogether, and each mem-
ber should be allowed a certain sum
per session for postage expenses, and if
he sees fit to over -run his allowance let
hint pay the balance from his indem-
nity. If this course were adopted we

desired by the enumerators . will relate
to that day, and as each house has to
be visited it is impossible that the work
can be done in one day, and it will
probably extend over a period of weeks.
It would be well, therefore, if each head
of a family would take a memorandum
of the names, ages and so on of the
parties who may 'be domiciled in . his
house on the 4th of April, no matter
whether or not they belong to his own
family or household, and especially of
those who have slept in the house on
the night of the 3rd of April. By doing
this and not trusting exclusively to
their memories, they will be much i
more likely to be able to give the enn- �

of the programme was also very well
supplied. Mrs. Curtis sang a very
prettV Scotch song, entitled "We'd bet-
ter bide a wee.," "Cantilena" by Mts.
Curtis and the Misses . Hawkshaw,
and Messrs. Deveis and Sa.rvis, was
rendered in fine style. Prof. Holmes
sang two songs which shoWed that
this gentleman thoroughly under-
stands his business. Mr. Charles Mc-
Lennan sang two songs in his usual
first crass style,*which, judging from the
repeated encores, were highly appreci-
ated. Mr. James Fraser, the great
comic singer, brought down the house
in his character. songs. The evening's
entertainment was brought to a close by
all preeent singing the national anthem,
