Shameful Abu ing P As is generally Parliament, when ie of the Frank- r ivilege. known, members of attending to their Parliamentary duties daring session, have the privilege of dispatching their letters and other mail matter through. the post officesfree of charge by simply placing their initials on .the cover of the letter or the .package. This is done, 2#. ._-rir2-4u,u� � .xc�c arnx:ax.a would not see many business circulars advertising the wares of business firms co ing through' the post offices at the ex ease of members. Those of them w o are most generous when the pu lie bear the burden, are the least so when they are required to bear the burden themselves. The Govern- ment should not permit another session of Parliament to pass without taking steps to radically stamp out this fraud. This is no -partizan question, but- one e in which all are alike interested, andf the Government have not the courage to grapple with it, they are not fit to Ile the guardians of the country's intereste t hat also been stated, and the sta ement has not been contradicted, th t the abuse of the privilege among the immense hordes of Civil Servants .is eve very much greater than among members,—that these gentry not only• get all their own correspondence -carried free of postage but that of their friends as well, and that they are not satisfied with free correspondence, but habitual- ly burden the mail bags with parcels of clothing and other articles which should be transmitted by express. This is not only a disgraceful., but au intolerable state of affairs. There is no just reason why the privilege should be extended to members of the civil service at all. They are 8,11inreceipt of liberal-salar- es, many of them receiving more than they could possibly get elsewhere for ike labor. This being the case, why n earth should they not be required to ay , for their postal accommodation ke other people.- These pampered ets are permitted to send their letters, apers and parcels through the mails at the expense of the public, but the merchant, farmer, mechanic, or laborer if he sends to the post office a letter or paper weighing the smallest fraction of an ounce over what the stamps on it will pay for, it will be forwaded at once the dead letter office.• This sort of ing should be stopped at once, and the oner the better. If members fail to rce the Government to action, the ople should not fail to force the de Pin out into the gold at next else - n, and put in their places others who 11 be more courageous and less i we presume,to facilitate communica- 1 tion between members and their con- j o stituente, and to enable them to dis- p tribute public- a documents designed for h the edification of the electors. It is not improbable but thousands of these circulars have thus been sent broadcast over the Dominion, and that in this one instance alone the Post Office Depart - m ent has been defrauded of a very con- siderable aura. And this is only -one instance that has come to light. It is no doubt a fact that in this way the country annually loses large amounts, as when two or three cases have come to light there are many more, perhaps more flagrant, which are only known: to the parties implicated. But it is not - only the country that is defrauded, but a great injustice is being done to honest dealers and traders, who would disdain - to do so mean an act. The saving of two or three hundred dollars of postage even in a year is a very considerable item in these days of keen and cloae competition, and the member or the friends of members who can secure their postage free in this way gain a very considerable advantage over those who do not. This_ franking business, now that it is subject to abuse, should be abolished altogether, and each mem- ber should be allowed a certain sum per session for postage expenses, and if he sees fit to over -run his allowance let hint pay the balance from his indem- nity.
