The Pacific Railway
-Agreern ent
The agreement between the Cana-
dian Government and the company
formed for the construction of the Can-
adian Pacific Railway has at length
been made public. We have not space
for the production of the whole agree-
ment in its entirety, but the following
summary embodies the main points of
the terms :
(1.) The description of the sections :
The section from Callender station at
the east end of La-ke. -Nipissiug to the
western end of LakeSuperior is to be
called the Eastern section. From the
latter point, at the junction with the
railway DOW is course of construction,
to Selkirk is called the Lake Superior
section. From Selkirk to Iriamloops is
called the Central section. From Kam-
loops to Port Moody is called the West-
ern section.
(2.) Constructio-n : The work on the
railway is to be commenced at the east
end of the Eastern Section not later
than July 1st, 1881, and on the Central
section etre point to be approved by the
Governin,ent not later than May ls.t,
1881. These two sections are to be the
work of the company, and construction
is to be vigorously and continuously
carried on so that all shall be com-
pleted ana equipped' by. May Ist, 1891.
(3.) Financial terms : As security
forthe construction Of the road accord-
ing to the terms of the contract, the
company is to deposit one million dol-
lars with the Goveinm.ent, interest at
4 per cent. being paid to the company
onthe deposit if it isin cash, or if in
securities, then such interest as the se-
curities may bear. The deposit is to be
returnedon the completion of the work,
but to be forfeited in case of failure to
proceed.
(4.) The method of construction :
The company is to build itssections• of
a uniform pane of four feet eight and a
half inches, and the standard of con-
struction is to be the Union Pacific
Railway at -tire time it was constructed.
Questions as to the bona fides of the
work are to be referred to arbitrators
mutually selected.
(5.) Tile prairie section : A portion of
the prairie section being already corn-
pleted, and another portion in course of
construction, the company is to assume
the whole line from Winnipeg, and to
pay the Government the cost of the
portion constructed, and all expenses
incurred by the Government ' in regard
to the satire.
(6.) The Government's pledges :The
Government bind themselves to com-
plete the Yale-Kainloops lino (125
miles) by the 13th January, 1885, and
▪ also to complete the line on the western
seotion from Yale to Port Moody (90
miles) by the let of May, 1891, and also
to complete the line from the western
end of Lake Superior to Selkirk, now
under contract, within the time filed
by the contracts. Ou the completion
of these lines the Government shall
hand them over to the company pend-
ing the completion of the Central and
Eastern Sections by the company—the
whole work on completion to be the
property of the company, and to bo
equipped, run, and maintained by the
company=..
(7.) The subsidy : , The money subsidy
is $25,000,000 and the laud subsidy
25,000,000 acres.
(8.) Payment of the subsidy: Tlie
subsidy beth in money and lands is
payable to the company by the Govern-
ment only on the completion of ea.ch•
twenty miles of railway with proper
equipment ; the money payment to be
in cash, or iu terrivabl:e bonds of the
Government, as the company may de-
sire.
It will be seen from the above that
the whole length of road when com-
pleted will bo 2,627 miles. Of this the
company are to complete 2,000 miles
and the Government 027. We may
also mention here that the portion to be
completed by the Government is by far
the most difficult and costly. For com-
pleting their two thousand miles the
company is to receive $25,000,000 ill
money, 25,000,.000 acres of land, and the
portion of the road constructed by the
Government, the whole road to become
the property of the i company for ever.
In other words, the company absolute-
ly receive a. bona of 525,000,000 in
cash, 25,000,000 acres of laud, 627 miles
of completed road, and free right of
way through Goernnzont lands ifor
road, stations and tidings; for building
the two thousand miles. The amount
of this bonus will depend a gocd.deal on
the value of the lands granted. Those
whose business it is to make Mao bar-
gain appear as favorable as possible to
the country, value the lauds at one dol-
lar per acre, while those on the opposite
side say they are worth two dollars per
acre. Considering the fact that the
