Police.
Their UsefalneE s, Isage and ; ciency.
Sergeant Major Francis, late of the
Mounted Police, lest Winnipeg .. Sun-
day morning for E gland, and ••'ll be
absent probably aont six we:ks. In
(conversation with him aboard t t e boat
;a Free Press reporter asked him a few
questions respecting police attars.
The following is the substance of his
answers.
Q. How about the strength! of the
police posts? Could they he held
against an attack ?
A. The police are too weak l
tally to contend (successfully •
iumeri-
against
the Indians. At Wood Mountain there
are twenty-four mon, who ootid not
hold the post against the number of
Indiana that could be brought against it.
It is constructed very inefcie try for
defensive purpose$. Fort W lsh,' I
think could be held, but Fort ;1 icLeod
could not.
Q. How are the men armed ?
A. They are armed with the Snider
carbine, which I consider a very good
arm for cavalry soldiers. Ammunition,
however, is scarce. The last that
came was mostly unfit for use.
Q. Do you cons_der the Snider car-
bine and ammunition safe for prairie
use?
A. Yes, when ammunition is as
good as it ought to be.
Q. How are the men clothed ?
A. Very inadegiiately. I, • for in-
stance, have not h d a tunic for my
three years' servi e. Neither have"I
had pants or boots, although I was en-
titled to all these t gs. The opinion
of the men at Woo Mountain is that
they have not bee. justly dealt with in
the matter of clot ng.
Q.
Q. Bow were they clot d last
winter ? .
A. Very badly, fact the `d not
feceive any kind of ' varm clothe g, not
even a pair of mitts, until after •e 15th
of March, when the need for th:m was
mostly over.
Q. How are the men fed ?
A. Not very Sumptuously. They
have rations issued to them but as
they consist chiefly of pemmia: n, the
men cannot eat them. I h: ve' had
frequently to buy my own me: t, and
those who could not stand. the pem-
mican had to do so too. A white maxi
cannot do soldiers duty on a pemmican
diet.
Q. How are the forts built ? Are
they comfortable and healthy?
A. They are badly built. he post
at Wood Mountain is a disgrac , being
little better than' a pigsty. - Formerly
it was almost rootless, and fregtlently. I
have lain in bed with the snow pelting
down upon me: This - year, owever,
Major Walsh has had the:post hatched,
which has made ! things considerably
more comfortable.'
Q. How are the men off for drill?
A. The force generally I b 'eve to
be well disciplined.. I know th y are at
Wood. Mountain. They have a good
deal of drill, but it is not of t e right
sort. The men are largely em loved on
agricultural work, and their he its are
broken with. labor in the field rather
than with drill' and other soldiers'
duties.
Q. Are there en in the fo ce who
have never drilled.?
A. Yes ; there are men w o have
been employed so much on writ foreign
to military duty that they aye -not
known how to present arms at
of their term of service.
Q. The force posts a good
money. I suppo+e it is well
