The suggestion is about the most com- mon sense one that has emanatedfrom a Grand Jury within the memory of the oldest inhabitant.. There would be fewer cases of wife beating if the brute guilty of it were made to feel in his own wretched carcase the sensations pro- ducable by a " cat " or a rawhide, and fewer boys would grow up to be natural criminals if they were flogged into peni- tence in their youth, instead of -being sent to school to old jail birds.
