The ()County Council.
'At the June 'session of the County
Council, which terminated on Saturday,
the principal questions which engaged
the attention of the "Assembled Wis-
dom" were the Equalization of the As-
sessments; the County Gravel Roads;
the Graham's Bridge difficulty, and the
County printing. The action' taken on
these severel matters will be found in
the very full report of proceedings whieh
we give elsewhere in this issue.
The equalizing of the assessments was
this year a labor of considerable mag4-
tude, and the committee, at whom was
deputed the duty, worked most assidu-
ously. Where so many etnflieting in-
terests were involved, it would have been.
little short of an impossibility for them
to give entire flatisfaction. The result of•
their labors, hoWever, will, we fancy, be
generally admitted to give to each muni-
cipality, at nearly as possible, an equit-
able share of the burden of County tax-
ation. It will be rememberhd that at
a former meeting of Council, the_ Clerk
was instructed to procure from the'Reg-
istrar, for the guidance of the Commit-
tee, a statement of the several land sales
which had taken place within the Coun-
ty during the past year. This statement
was procured, and was before the Com-
mittee. Althea& it was not an infalli-
ble guide to an equitable equalizetion; on
account' of the exceptionable circum-
stance* under which many of the sales
had been effected, it was an invaluable
aid, and to it, no doubt. may be aetribut-
ed, in great measure, the very equitable
decision arrived at by the Committee.
As will be seen by comparing the pres7
ent equalization table with former ones,
a more equitable valuation has this year
been made than on any previous year, at
least for the -past eix years. It would
certainly be advisable that the same sys-
tem should be followed for at least three
years in succession, -and it would be wis-
dom for the Council to procure another
.similar statement for the guidance of the
Committee next year. The coat is a
comparative trifle, while the benefit is
too apparent to be disputed. -
A bold, effort was made to secure such
legislation as would prevent the total
loss of the large amOunt which has been
expended in the construction of the
gravel roads of the County. Although.
the laudable -effort Beide was unsuccess-
ful, the result was net at all discourag-
ing forthose who wieh to see Huron coa-
tinue to occupy, in respect to her lead-
ing roads, the enviable position she has
for years done. It was Most gratifying
to see some of those who were the strong-
est advocates of the present system, and
who were chiefly instrumental in hav-
ing the leading County roads thrown
upon the townships, -come manfully
forward in council and acknowledge that
they had lived to see the error of their.
e former policy, that they now believe the
action of the Council in abandoning those
roads a mistake, and strongly urge that
theCounty re -assume them. Six months
ago each a step as this would find but
few advocates in the council, while now
some of the °Meet and most experienced
members are in favor of it, and many
others do net hesitate to onfes their belief
that the townships unaided by the Coun-
ty will uot keep the roads in a creditable
condition. This much is, at least, en;
couraging, and there is reason to hope
that before another year the council as
a whole, will come to see what we have
long advocated, that the County is the
proper guardian of those leading roads,
and that they can be more effectually and
equally as economically kept in repair by
the County than by the several munici-
palities. We are further inclined to
hope that before another year passes
round, some scheme will be devised which
will, at the same time bring these roads
under the proper supervision a,nd do jus-
tice to all coneerned.
The Graham's *Bridge difficulty was
again before. the Couneil. The circum-
stances connected with this affair will
net yet have beeu forgotten by mw read-
ers. Some two years ago it was re-
presented to the Council that a bridge at
Wingham was out of repair, and required
rebuilding. It was also represented by
the County Engineer,and the representa-
tives of the township of Turnberry that
the bridge was of little or no use to the
general public, that it was only used by
four or five mean property holden; of that
township, and that these could be accom-
modated nearly as well by. another bridge,
-crossing the same stream only a few rods
from this one, known as Fisher's, bridge.
This latter bridge was also in a dilapi-
dated condition, and required rebuilding.
The Council were ultimately induced to
undertake the erection of a new bridge
at Fisher's on. condition that the Council
of Turnberry construct a read along
the river bank from Graham's bridge to
Fieher's bridge. The representatives for
Turnberry agreed to this. The County
accordingly erected Fisher's bridge,La
