lt is chmacteristic of the British that
whatever ty do they do well, There
is an element of thoroughness in their
character which is opposed to sham.
Whether in politics or ' trade, in art or
science, in literature or religion, there is
an evident clisposition to excel, 'This is
strikingly manifest in the position they
have taken at international exhibitions.
In all former- •exhib tions, if Britain has
not absalute1 canned Or: the pafm1 Ethel
has,at least, elicited universal admiration
for the variety, elegance and !practical
value goods.
The same national ch-
aracteristics are
strikingly prominent at the present Ex-
hii> ion ; and by afiliest ` eneral consent,
in anticipation of the verdict of the judges,
it seems to be conceded that when, in the
language of the New York Hertccld, "the
final award comes to be made, they will
head the total lief.'.' With,national taste
and skill there has been couAined... long
and wearied experience ; anted it is not at
all surprising that both in the character
of the articles exhibited, and in the meth-
od of their arrangement, Britain should
take precedence of her neighbors.
In the British department there is or-
der, if not finish. While even America
is yet incomplete, and some of the for-
eign exhibitors aro`in a chaos : 411444f'

packed boxes, Britain hailer machinery
arranged, her pictures hung, her articles
of virtu placed in the most conspicuous
positions, and her house:generally swept
up and garnished. This furnishes a
great advantage; -'I ieVents' he'liurry

dent ; and it affords ample opportunity
for alteration and rearrangement, so that
everything might be presented in the
most favorable light. Such an example
of punctuality abld order might bo Ud:Yan3
tageously followed by other nations.
When a time is definitely fxedfor open-
ing an. exhibition ani sufficient . time has
previously been allowed for ptep ration,
every exhibitor should_makeit a point of
honor to be ready on the n.ppotnted day
and no exeuae for delay should Ibe toler-
ated which does not from j accident
or unforeseen coneingeneies. As; at Vien-
na, so at Philadelphia, much of the pleas-
ure of the opening ceremony was destroy-
ed.by the only half -finished state of the
Exhibition.
And when the articles exhibited in the
British department' are closely inspected
they are found to merit the "attention
and care with which they have been ar-
ranged, and the high eirlogiums which
are bestowed upon them. There is, in the
first place;. a variety which admirably
illustrates the versatility of British geni-
us and enterprise, and which adds to the
interest of the whole. From heavy pon-
derous machinery, we come down to bne-
iv delicate scientific instruments and still
more delicate and exquisite patterns and
formsnand colors in the useful and orna-
mental arts. There is cutlery from Shef-
field, ancl there are plated goods from -
Birmingham. Lancashire is there With
its cottons, and Yorkshire with its cloths.
Choice apeciiuens of Staffordshire pottery,
and the richest designs in Nottingham,.
lace challenge admiration.. Gold and
silver, furniture and glass, jewels and
precious stones, chemicals and ,Com-
pounds, of all forms'and kinds, from Lon-
don, Edinburgh, Glasgow, J)uhlin, and
all the principal manufacturing towns of
the Kingdom, are eihibitied in rich abun-
dance and. luxuriant beauty.
In pictures Britain almost excels her-
self. From tier Majesty, the Queen,
downwards, contributions have been
made in oil paintings, water colors, phots
graphs, chromes, &e., until the art gal-
lery is made a blaze of beauty. As one
writer says the " best treasures of many whites, these pills will effect a

it is impossible to particularize by name
either the articles theTrnselves or Chi per-
sons by whom they have been . ina,nufac-
tured or are exhibited. It is sufficient
to call attention in this general way to
what is admitted to be the most complete
and attractive part ef the Exhibition.
There could, be no fear from the first
that when Britain resolved. to join
in the movernent she would make a dis-
play at once creditable to her skill and
in. keeping with her traditions. That
she has surpassed the expectations of her
lation; and whilst exulting in the success
achieved, there is found. in this, a renew-
ed stimulus to those enterprises by which
the nation will attain still brighter re-
nown in every department of art, liter-

The -Rapidity with .Which Im-
pressions are Received.
In `order to express an idealof exceed-
ing rapidity we say “quick as thought."
It seems evident however since thought
cannot be spontaneous, 'but Must arise
from some catise, the latter preceding
the fornicr, that there must be some ap-
preciable duration of fime elapsing be-
tween the two,which might he -called the
"period. of succession" for want of a bet-
ter term. It is quite amusing to recall
the fact that in 1795 at the Greenwich -
Observatory, au irate astronamer sum-
mary dismissed an assis tan t, because he
always -made an apparent blunder in not-
ing the passage 'of a star, which showed
an error of from five to eight tenths of
wai d, the astronomer Bessel found errors
of a similar kind, made by twol illustrious
assistants who were Working with him,
Argelander and Struve, ancl instead of
soundly rating theta for their, apparent
blunders, commenced Btu dyirig- the sub-
jnet, and was the first to present to us
what is called the problem of "the per-
sonal equation." The personal equation
is then, a cartain fixecl human error,—that
difference betaveen the time when some-
thing actually does take place, and when
the appreciation of it reaches lour bra n,
M. Wolf, of the Paris observatory, has
devoted. a great deal of time to the study
of this curious subject, and has invenked
some ingenious mechanisms /or the deter-
Mination of it. A luminous point—an
artificial stn. as it were—is passed before
the field_ of the glass, and its exact time
being calculated by means of a most ac-
curate chronometer, betivean the aCtual
tune it does appear, and that noted. by
an observer, may be called one of the
limits of the visual personal equation.
This eqnation, of course. cannot be con-
stant. It may vary act° the kind of im-
