The Price of Money:
The last session of tne Dominion
Parliament was the first for many
years during which no attempt was.
made to re-enact the /fete Usury
Diws of po.st days, in the vain at-.
tenipt to fix the price of money.
Our object in referring to .the sub-
ject now. is not, however, to call at-
tention to the good riddance of this
_ vexed queAion from our halls of
legislation, but to point out the con-
• clusive evidence against such laws
• afforded by the present low rates of
• lute .
It is not so long ago but that the
commuercial public will remember the
time when we enjoyed (7) all the
litmisings or the tr:iury Laws. It was
than unlawful to take More than six
per cent. The law, at least, said so.
It contemed certain pins and pen-
alties which those would have to
suffer who infringed it ; but how
-was it caetied out? It is well known
that to all intents and purposes it
was a, dead letter. It was evaded
isssery clay by those who saw fit to
do so, whilst large amounts of c
tal, whose owners would not lower
themselves to act contrary to what
as the bier of the land, were with-
• drawn and invested in the United
States and other countries, -whel-e 7
to 8 per cent. could be legally ob,
The practical result was
simply this: mouey became - Scarce.
For many branches of business per-
, feetly legitim:ite. and profitable in
tuemeel yes, capital could scarcely -be
-o.‘otained 10 carry them ou ; whilst
forali branches the rates ;of interest
were e-Korbitant. Ten and- twelve
per cent. were (Vitt: WOW; On rates,
and not unfrciluently fifteen was
exacted, and that, too; not in a man-
ly stniightforward way, but by ta.k-
ing all above the legal six pee cent.

Several years ago the advocafes
of free trade .in money succeeded in
getting:the Usury law rescinded,
and whet is the state of things now?
Capital is not only abundant, but
enterprising men have no trouble
in obtaining dlI the,y require for any
legitimate branch of business w/hich
offers a fair chance of proving profit-
able. Fur see tirityof an. undoubted
character, Millions can. be command-
ed at 8 per cent. on a few days' no-
tice, whilst we hear of frequent
transactions at 7, and in some cases
even as low as six per cent! It may
be urged that this change has arisen
from• the increased prosperity and
capital of the •corn M unity—in fact,
Ive have heard some persans take
•this line ot argument. We are 'free
• to admit that the advancement of
the country has added to its capital,
but we feel equally assured that we I
are greatly indebted fel- the improv-
ed position of money mattes to the
•4basence of any -usury laws, the
natund effect of which is to diiive
away capital, and by decreasing the
supply, eouipel borrowers to pay
high rates. >.
• The contrast between the condi-
tion Of the money market of Canada
• to -day arid what it was when Par-
liament was foolish enough to at-
tempt to fix the price of money could
hardly be greater than it is. It is
so marked that be who moan eth may
read, and it is to be hoped the fact
will not be lost upon those sapient
• legislators who still think they can
fix price e by Act of Parliament and
without reference to the law of sup -
•ply and demand. That no effort was
• made last 'Session to re-enact the
Ithary laws we regard as an evidence
of advancing intelligence. Let us
• hope that the:Canadian Parliament
• has witnessed the last effort of any
its members to legislate baelewards

A Historical Inn.
Of historical London taverns, fhe
„Nue Bear, itt Holborn, is remark -
as the scene of a curious passage
in the life of Charles I. A secret
compact is said to have been entered
into, between Charles on the one
.side, and "Crorawell and Ireton on
the, other, by whrch the king guar•-
anteed to Ireton. the Lieutenancy of
Ireland, and to Cromwell the Garter,
ten thousand pounds • a year, and
the earldom of Essex, on condition
of their restoring him to liberty and
Tower. His spirited consort, Hen-
rietta Maria, • who was then in
France, wrote to reproach him for
these unworthy condesaions. Her
letter is said to have been intercept-
ed by Cromwell and Ireton, who,
having informed themselves of • its
contents, forwarded it to the unsus
peoting monarch, whose reply thoy
(taxiously awaited, and also in •due
time intercepted. The proofs which
it eontained of Charles's insincerity
are said to have sealed the king's
•te. So far, he said, was it from
1;13 in to keep faith with
'`.‘ the rognes," that in due time, " in-
stead of a silken garter, they should
be fitted with a hempen •cord."
"The letter," said Cromwell, " was
-sewn up in the skirt of a saddle,
and the beator of it was to come
with die saddle upon his head, about
