McMICt3AEL. i LETTER NO . r2 the Editor of the Iauron'1xpositor.- SIR,—I.. see '}y the Huron Exposi- tor of 3rd inst., that Mr. McMichael has again returned to the charge against the grasping Town of God- erich in hip usual unfair style of argument, which I shall endeavor to show before I finally close this con- troversy with him. But,Sir,asit will take considerable time and research to arrive at the proper data, to show the true position of the financial af- 0 fairs as between the Town of °Goder- ich and the County of Huron. _ I shall in this communication : only touch upon a few- of the material points at issue, on which we entire- ly disagree. I shall first commence with tho expenditure on the Mait- land Bridge. A By -low was passed by the United Counties of Huron. and Bruce, in 4. D. 1853, to raise the sum of $22,500, for the purpose of erecting, a Suspension Bridge. But, Sir, after the contract was .let for the erection of said bridge, and two of the abutments completed, and - the necessary iron and wire bought and paid for, . doubts began to arise as to the sufficiency of the . plan adopted by the Council for this Sus- pension Bridge. These doubts grew so strong that D. 11: Ritchie, Esq.; the then County Clerk, was sent off post haste to get the opinion of; Messrs. Robeling and Buchanan, the eminent Engineers who built the Railway Suspension Bridge across the Niagara River.1 These gentle- men after Irefully (examining the plans, declared then to be wholly unfit- for the purpose (intended, and finally condeni ed th m in toto. On their opinion. being obtained the _ work was stopped and finally aban- doned here. 44l1ow me in the most positive .terms tostate than over $10,000 of the above sum was wholly lost to the Counties by blundering and mismanagement of an incompe- tent Engineer emFloyed by the Counties, and for proof of the above statement, I refer my friend to • Messrs. Holmes and Richie, who were connected with she Council throughout the whole transaction: As this is one of the material points at issue,:I would ask my worthy friend to apply -to those gentlemen as . to the correctnes of the above statements. On the stoppage of the work an arbitration was entered into between the contractors and the- countes as they could not agree on the amount of damages to. be allow- ed, and also a dispute arose about the price of the abutments built, -and the material on hand ; those were the chief, points put into the submission for - the arbitration to consider. The contractors knew their case was a good one as against the- Counties,, as they alleged that it was by no fault of theirs that the work was stopped. I have no doubt. a large amount of damages was allow- ed, but, Sir, up to the present time I have been unable to' discover 'any= tiding about this matter in the Min- uees of Council. This ranch I do know -that an arbitration was held and an award made, but the amount allowed appears to be a mystery. After this matter was closed, plans and specifications were advertised. for, for the erection of a wooden bridge, leaving the people North . of the Maitlad and the County of Bruceforonotlher year to get over the river as best ,they could. Hence my Statement in my first reply, that Mr. McMichael's figures were incorrect and not true, notwithstanding his . having obtain- ed them in a letter from our respect- ed County Cleik, and his threat if 1 deny thetnagain,.to publish thij let- ter.. After these explanations if it suits n y friend's purpose he has my permission to publish it a thousand times over. After the bridge was built and fr ished, and after the posi- tive squandering of a large amount of the first :gum raised for this par- pose, rur 1 pose, a further stun of $9,788 wa i; raised by .lirept ,ta.xation by the United' Counties to pay up -in full the cost of .aid bridge. And here I l would ask my worthy friend ass I matter of j u tice and fair play to the Town and Townships north of the Maitland, to deduct from the sum of $32,2638 which 1_e alleges the. Also the: :trhrount lost through blundering, say $10,000 more, leaving the skim of 11,52E to be charged to the debit of the Town of Goderich, and the Townships of Colborne, Ashfield and Wawanosh. These being the 31unicipaiities which participated and were immediately benefitted by the construction of the .'Northern Gravel Roads.
