honorable body have been in
habit of getting very drunk,
the orgies of the night, and
sign of the night's debauch nisi
in the day have been anything
edifying:
A vicious system has crept into
Bruce' 'management which requires
Vigorous pruning to bring it down
to normal proportions. The Coun-
cil generally meets on Monday
evening for half an hour.The mean-
ing of this meeting is $54 to the
members for one day's attendance.
The meeting next morning is for a
few minutes, and then an adjourn-
ment to " allow the committees to
report. Though the committees are
very large and the same_ nreruber on
several committees, the chairman
geleraly does the . whole work,
though he must have the others
present occasionally. The cense
quence is great delay in getting up.
the reports, during which the ma-
jority of the Council are passing the
time as best they can at their hotels,
amidst `a good deal of temptation,
and they frequently fall into iniu-
-rious habits. We only use the lan-
guage of some of the best members,
when ere say that this part of the
programme is loafing on an extend-
ed scale.
It is only to be expected that, af-
ter a day spent like this; a good deal
f gas is stored up for the evening's
erform ante, when; it must, perforce,
scope. The evening sederunt is of-
ten kept up till 1 o'clock but the
quantity not the quality of the,va-
,porings must be conside ed to ex-
plain the length of time hey take.
Back to the hotels, and .a carouse
till three or four in, the Damning, is
then in order, and 'the exemplary
prelude to a hard day's work on the
morrow. This is the outline, now
forthe particulars.
A large part of the time of the
Council is occupied in referring mat-
ters to the several committees, which.
the Clerk could just as well lay be-
fore them, and : he has , plenty of
leisure to arrange them with full
explanations.
The reports are frequently spun
out in nauseous verbosity, resem-
bling a school exercise in cornposi.-
tian. See the finance report in this
issue ; instead of. classifying the ac-
counts and saying we recommend
the following account to be paid,'
they recommend one to be 'raid
and them go on recommending the
same deliverance, making a. hundred
paragraphs where one would be bet-.
ter, and as if every.account'required
the servicekof.an accoucheur. This
school -boy style is stale enough, but
that is not the worst of ie. The'
Treasurer's estimate of the costs of,
the County Council, for their lueet-
lugs rind the payment of the coun-
ty officers appointed by them for
the year 1870, is $4,000. This
could be reduced one-half Thele is
no -reason why the County Council
of Bruce should sit six days, at a
r
frost of $54 a day, for members' -al-
lowances " alone, while the council-
lors of other counties - can get
through in two or -three. If the
Council would get the Clerk to have
all palters ready to distribute to the
committees on the.assembly of the
Council ; if the committees were
three, instead of seven, so they
could be easily got -together, and so
the same men would not be on sev-
eral Committees ; if the _members,
instead of carousing till all hours
• of the night, would' set themselves
