SEATTER„ h, Nov. 1870. FEBRUARY 3,1871. THE HURON EXPOS TOR. The Gravel Road Debenture Reply to Mr. T. MoMichae To the Editor of the Erma Signal. SIR—In the issue of the EXP OR Of 12th inst., I observe a 1 article over the signature of Thomas McMachael; setting for first, that he hactventilated the M ket "fee' question imposed by gra2ping4 Corporations of -Goderi and Seaforth. As I don't inten take up time nor space in disscia tug that question ; as I think enou has already been said about it, le rest`on its merits. But, sir, I w to put him right in a'few other m ters more particularly connee with County Improvements, and t Northern .Gravel • Road By -La The reasons he gives for voti . against the purchase of said road a ---‘the Town of,. Godericla built t road at a speculation from whi they eXpeeted to receive large di dends, and had they been realizi 20 or 40 per cent on their out.1 they would not have -requested t farmers of Hurbn to purchabe it fro them." Now Sir, as to this la clause there is IAA word :of tau ill it, as to the Town going'Into it a specul_ation ; neither did the To4r build the road ; that assertion is so untrue. The faces are these, th Municipal Corporation of the Tow lent to a Joint IStock Company t ' sum of $60,000, taking a Bond said Company for 07,000 with i teat at six per cent, allowing the a, Bonus of $3,000 to encoura. them in carrying mit the work:; th Company put in, of their own in ney, $20,000 making in all $80,00 From this statement of facts I vvoul thaf-Hullett philosophet, if $4 0011 was not enough to lose, besid the accrued interest on the abov awn which amounts to Over $20,-00 more, making in all $100,000. Fo the truth of the above statement would refer any ratepayer in th County to John Bell Gordon, Esq Seeretary of the Northern grave road company who resides in Gode ich. Again sir, although the phil gopher is a very wise man in hi otan conceit, still, I am prepare& t show that his Statements with re- ference to the disposition of the$100, 000, borrowed for building the County gravel roads, are incorrect and not true.. My worthy friend will be taken by surprise and shock- ed, when I tell him that all the share the Town got of the $400,000 was V $2,568, which tgs spent in improv- ing the Bridge hill, in this Munici- pality. I aak was the above sum an equivalent for this corporation which paid the highest County rate of any Municipality in the two counties for many yeaas before and after the above amount was borrowed, which I am prepared to show? The Town of Goderich A. p. 1855, was I asses - ted for County purposes as shown in June minutes of that year for the sum:of $6993.00, whereas the unit- ed Totenshies of Hullett and Morris for t4 same year, were assessed at the sum of $3241.00 showing a dif- ference ef $3752.00 which this Town paid over and above both Municipal- ities. This state of matters contin- ued until the year 1859 when the grasping Town of Goderich7got some redress. The, next matter I shall touch upon is the expenditure on the _Maitland Bridge.. He says for building and repairing the said bridge and Bridge' Hill -cost thiS County the further sum of $35,874. this state 1 ent is also incorrect, as a 13y -Law was passed in A. D. 1853 by the United Counties to raise by debentures the sum" of $22,000 for a--- 1. oar ong Mr. th, ar- the ch. ,t Ss-. gh t it ish at - ted he w. ng re: he eh vi. ng ay he m .st th ' as n al- e/ n he of ra m ge e o- 0. d 0. es e 0 r I e e 1 1„.. Or if he cann t make it convenient to do so, write to Mr. Adamson for the data he w ts, nd I will vou?h for that gentl man that he will give him all the i • formation that lies n his pow- er on the unicipal affairs of the if Couniy. C my worthy friend "the man o letttrs," give Eille a good re- port o his ollowers, who have re- t him out i the cold ? -Peated the erection of the IVIaitland Bridge. Now, Mr. Editor, I am prepared to show that the County of Bruce paid their full share of the above sum. Then again in 1858, a further sum i of $10,288.00 was put in the esti- ' mates for the seine 2erpose, a full s'aare of which the County of Bruce i also paid. Then for the cost Of re- N construction of said bridge in A. D. 1868, the amount was raised by di- i rect taxation, so that not one dollar was taken from the $400,000, bor- , r• owed in 1857 for the building or The ---N Ore The leavin by one the lo get cle and th force t nearly saved i backed work' shape, jou rne locker. the ste her— and spl off, as s paired we row near to .out, bu and fas in her. tain hi blowin the s'hi V 1.4 ...., . Now Sir, I h will just see .how the same accoinat h stands with the Phi/osopher's h Municipality ; it got out of the b above debentures the nice" little sum of 838,600 and paid for interest and sinking fund in 1859, the surd of $3025.93, being $221.77 less than this Town paid in same :year which only got $2568 as their porion of the $400,000. My Ottrthy friend tries to showi that the Municipali- ties of Asbfield, Colborne and the Town of Goderich got collectively the sum of $69,042, wh;ch. he says is $7586 more than their just pro- portion. Now Sir I , am preparect to show that all these Municipali: • got out of the above mentioned sum, was $29,536 as shown in the 'June' minutes of 1860.
