That such a change has long been in bteady pro- gress, we have abundant evidence ; and it ought to- be int, on our part, by a magnan;mity too large-hrearted to dwell on an unchangeable past. But over and beyond the whOle question of England's past or pres- era attitude toward us, there i, a wider view to be taken.
