London, Aug. 6 midnight. -In the
1louse'of Commons to night, 'Mr. Ot-
way, in reply to a question from Mi:
:Bowring, said in consequence of the
recommendation of an official Com
initteee, the Government had declined
- to fill the vacancy in the British con-
sulship at Chicago.
14Lr. Stansfield moved the second
reading of the Canadian Loan Bill,
which proposes to guarantee a'Loau of
.300,000 for the, purchase of the Terri-
tory and rights of the Hudson's Bay
Company. . Mr. Stan afield- stated that
in order to facilitate the adjustment of
this question which was of considerable
importance in respect to the relations
of England with. America, and to,_ pro-
mote the settlement of the T.erritury,
Her Majesty's . Gov( rninent under,00k,
in accordance with pledges it had given,'
to propose the guarantee to the House.
Mr. Monek opposed thtt motion, and
moved an amendment- that the second
reading be postponed for three months.
Mr. Dlke seconded the amendment.
Ile hoped the Government would lay
down' some clear, distinct policy with
respect to Colonial guarantees.
After :some farther discussion, the
amendment to postpone the secord read -
ding was rejected l,y 6.5 to 10, and the
Bill was.i✓hen read a second time.

-ing the session of Parliament, great ex-
citement was occasioned by a loud ex-
plosion. in the building. Search was
instituted, and a tin -case which con-
tained powder, was picked up on the
terrace. There was not much damage
done. No arrests have been made.
The affair is involved in mystery. -

-of Commons Mr. Moore, . member of
Tipperary, inquired as - -to ` the course
of the Government in regard to the
Fenian prisoners
Mr. Bruce replied that O'Donavan
and Rossa were subject to punishment
which strict discipline and their mis-
conduct require:I. The treatment, how-
.ever, was not unnecessarily severe.
Mr. Maguire, member for Cork, ap-
pealed to the Government to extend
clemency to the Eenians.
Londoe, August 7. -In the Coln -
Mons last evenin , Viscount Milton
made inquiry respecting the boundaries
between the Unite d States and the Bri-
tish possessions.
Mr. Otway replied that the land
question was already settled. With
regard to the .water boundaries, Earl
Russe -1 had, in 1860, proposed that the
♦natter be referred to arbitration: ° The
United States. Government agreed to
the proposal. but negotations were in-
terrupted by the breaking out of war.
In. October last the A merican Govern-
ment renewed the - proposition for ar-
bitration, and a convention 'was signed
which crow awaits the ratification of the
Senate.

Panama Telegraph Company - has been
issued. The design is to connect South
America with Europe and the United
States by cable from Cuba to Centaal
America.
LONDON, August 10. -Mr. Jamas
Milliken of Philadelphia,has obtained
Lord Clarendon's sanction, for instruct-

to co-operate with the Asiatic squadron
of the United States in -laying and pro-
tecting a telegraphic cable along the
coast of china. This is an American
enterprise, in which some English . cap-
italists have also invested.
Mr. Gladstone is again quite ill. His
_condition causes much anxiety among
his friends.
London, August lith. -The ,Queen
prorogued Parliament to -day. in the
speech from the thrones satisfactory al-
lusion was - made to tho work of the
t session; special reference being made
to the Irish Church Bill.
UNITED STATES.
PHILADELPHIA, Aug. 5. -The United
States bonded warehouse on Lombard
street contaning 40,000 barrels whis-
key and other goods valued at ten to
eleven million dollars was bottled
last night. +'out childern were
killed by frilling bricks. This fire is
the most destructive which has occurred
here since. 1850,
New York, August 7.-A fire took
place nt Colurbusville, Long Island,
last night. It destroyed three buildings,
comprising the driving rooms, paint
slicips, and carpenter shops of the Oih
Cloth Factory of Allen Sampson&Son.
Loss $100,000.
HUDsox,N.Y., August 7 -The town
of Stockport, in this country, -has been
the scene of considerable excitement
during the past week, on account of.
the gigantic landslide, and ;thousands
have visited the spot. • The earth
caved in to the distance of over RO feet,
and the surface, as indicated dy` trees
and fences, moved a distance of over
six hundred feet.

MADRID, Aug -The truth of the
report that Spain has opened nego-
tiations with the United State looking
to the independence' of Cuba, is posit-
ively denied.
Admiral Topete is striving to obtain
the Spanish Crown for the Duke Mont-
pensier. Spain has refused to sell
Cuba on - any terms to the . United
States. `
PARIS, Aug.7-La France has a report
that the leaders of the Carlist movement
have ,just held a conference in the
South of France; at which they resolved
to enter Spain, and make another .ap-
peal to the people to declare tor Don
Carlos. -
FRANCE.
PARIS, Aug. 5.-lt is expected that
the Emperor will soon issue ta mani-
festo, announcing, as the last act of his
personal government, the ded-ction of
certain taxes and theextension of the
educational system of France.
CUBA.
The Tribune states that it is widely ru-
moured in Cuban circles that a depu-
tation of native Cubans are now at
the Court of Spain ended vouring to
persuade that Government to sell the
island to the insurgents.
JAPAN
LoiiinoN, August 7. -The Post of to-
day says :-" Affairs in Japan. are so
unsettled and such hostility is shown
'to foreigners that English men-of-war
in Chinese waters have been ordered to
Yokohama, and an English regiment
there, about to leave, has been ordered
:to remain."

ebration of a great festival in the ca-
thedral of ' Frain, Sicily, the drapery
caught fire. The church -was crowded

seized with a panic, and a rush was

pany has offered to construct a eel-
