There is nothing in British law or us-
age, to sanction the voting 'of large
sams of money without any explana-
tions as to how they are to be expend-

present condition of Canada to; warrant

The manifesto of the immortal "nine,"
which appeared in the Toronto papers,
also excited a good deal of comment

tion of their Independence; but which
