Update from South Huron mayor
SOUTH HURON Has amalgamation
been successful in South Huron?
An article I was reading about successes
and failures of amalgamation made men-
tion of Miramichi in New Brunswick. In
2002, I was asked by the New Rural
Economy, a program by the feder-
al government, to give a talk about
my feelings about amalgamation in
Miramichi.
Little did I know that this area was
forced into an amalgamation that ev-
eryone strongly opposed in 1995 and
hostilities were still high at the time
I was there. It sounds like not too
much has improved over the years.
The City of Miramichi was made up
of five towns and several rural com-
munities.
The two larger towns, Newcastle and
Chatham, are separated by the Miramichi
River and are roughly 10 kilometers apart.
I remember being told at the time some of
the reasons why the amalgamation would
not work believe it or not, one of the mi-
nor items was one town drank Pepsi and
the other drank Coke.
Amalgamation is the joining of two or
more municipalities for the betterment of
the whole area through the sharing of re-
sources and staff. It is all about give and
take. Everyone must work together with a
positive attitude to make it successful.
If a marriage is based on two people
working for the betterment of the couple,
the marriage will be more successful if it is
not based on one taking advantage of the
other. Companies that merge usually work
on improving each other or coming up
with a new better company that incorpo-
rates both. If the merger benefits one over
the other, it is called a hostile
takeover rather than a merger
or amalgamation.
In South Huron, please judge
amalgamation fairly and on a
level playing field. Some pay-
ments in our municipality are
user pay and some are area
rated. This was how it was be-
fore amalgamation and it was
Oke decided that this is how things
would be after amalgamation.
Everyone still has to pay for the
services they receive.
It is unfair and in some cases illegal to
ask someone who doesn t receive a service
to pay for someone else s service. It is just
as unfair to ask someone who has been
paying for years for their infrastructure to
now start paying for new infrastructure
for someone else. There will come a time
when infrastructure costs can be standard-
ized. Some of this standardization has al-
ready been implemented, and others will
be implemented at the appropriate time.
I feel we have come a long way over the
last eight years and surely everyone can
see the positive results in our area. There
have been benefits and South Huron is the
proof.
