TIMES—ADVOCATE STAFF SOUTH HURON South Huron council heard the fi- nal report Monday night of its much-discussed water / wastewater rate study. Economist Andrew Grun- da of Watson and Associ- ates gave his final report to council, which intends to hold a public meeting on the rates at its Nov. 17 meet- ing and adopt the bylaw for the new rates at a Decem- ber meeting. The new rates are to go into effect Jan. 1, 2009. Quarterly water rates for Exeter homes are pro- posed as a base charge of In Stephen, customers will pay quarterly charges of the $60.70 base charge, a $4.80 debt charge and $1.76 per cubic metre. Apartment dwellers will pay the $45.50 base charge and a $3.60 debt charge plus the consump- tion charge of $1.76 per cubic metre. Sewage rates in Stephen are the same for houses and apartments as in Exeter. Down time is not always a prudent time to cut, said Bezaire. You need to be strategic. With the province deciding to run a $500 million deficit this year, Bezaire said it proves what he said that the Investing Fu- tures fund was inherently flawed, and that it did nothing to provide stability to the municipalities. It s a foolish way to deal with the municipalities, said Bezaire. While the impact of the deficit won t be devasting, Bezaire said the municipalities won t be getting any dessert for a while...the last round we were told, that s all you re getting for a while. After several public meetings on the budget were poorly at- tended last year, Bezaire said the county is taking a step back on its public consultation policy this year. It s costly to do what we did, said Bezaire. Instead of the meetings, Bezaire said the money would be spent on extra ad- vertisements to invite people to Goderich to view the budget. Discussions also continue on reducing the size of county council, with the first round of recommendations falling flat according to Bezaire, who said he didn t like the recommenda- tions and that there were political and philisopical differences among the council members. Bezaire said what might have to happen to move the pro- cess forward would be to bring in outside help and that he hopes South Huron Mayor and candidate for warden Ken Oke agrees. Oke said neighbouring counties have downsized their coun- cils and that a committee of county mayors was formed to look at formula for bringing down the size of council. The committee put forward a recommendation to council on downsizing the council to nine members which Oke said he didn t agree with and which was turned back by council. I feel there is a compromise to be reached, said Oke. I think 15 would fly but 13 would be touch and go. Bezaire said a decision will have to be made by February or March to have time to defend and promote the decision is made. Regarding the county budget, Oke said in the provincial an- nouncement on Friday that it will upload services from the county and municipal levels will give the county another 2 or 3 per cent to play with in the budget. He added though that the county wants to keep it as close to the line as possible...you can t hit the taxpayer too much. Bezaire said he encourages people to take part in the budget process and county staff are willing to send budget information to anyone wishing it. Read it, question us and give us your input.
