Crediton fundraising starts

CREDITON — Fundraising
has started for a newly -reno-
vated Crediton Community
Centre.
With the old Crediton Hall
facing closure by the end of
the year, the decision was
made to renovate the former
Stephen Township municipal
building and improve the
playground area. The project
is estimated at $400,000 and
will be funded through
fundraising efforts and from
reserves from the former
Stephen Township.

Residents speak out
against water rates

CREDITON — If last week's public meeting in Crediton is any indication,
the proposed new water rates aren't very popular in the Stephen ward,
either.
The meeting June 24 at the Crediton Community Centre was interrupted
several times by a few individuals who shouted obscenities, while one res-
ident threw an information package into the air and walked out in the
middle of the meeting and another called for South Huron councillors to
resign.
Mayor Ken Oke had to ask for order a number of times during the meet-
ing.
The meeting came a week after a meeting in Exeter, which saw resi-
dents express many concerns and displeasure with the new rates, which
are largely the result of the new $13.5 million Lake Huron water pipeline.
As previously reported, water rates will rise significantly, although the
proposed increase in Stephen is smaller than what is proposed for Exeter.
In Stephen, the average annual water/wastewater bill will jump from an
average current bill of $764 to $811. Rates were proposed to come into
effect as of July 1, but council has made no decision.
The quarterly base water charge will increase from the current $44 to
$60, and a $5 quarterly charge for the pipeline will be added. Like in
Exeter, the water rate will jump from the current 57 cents per cubic
metre of water to $1.53, increasing to $1.76 in 2009.
While the water portion of the annual bills are on the rise, there will be
savings on the sewage side. In Stephen, the average customer pays $459

Bluewater talks ATVs

HENSALL — A meeting in Hensall June 23 focusing on All Terrain
Vehicles (ATV) on public property saw a good turnout with several pre-
sentations.
No decisions were made regarding the authorization of ATVs on munici-
pal roadways, but several points were made by groups throughout the
Municipality of Bluewater.

Officer Craig Solden began the meeting, explaining that the OPP "are a
neutral party in this, and we want to remain neutral."
Solden also explained the difference between ATV and off-road vehicles.
An all -terrain vehicle is an off-road vehicle that has four wheels, has
steering handlebars, a set designed to be straddled by the driver and is
designed to carry a driver and no passengers.
An off-road vehicle is a vehicle propelled or driven other than by muscu-
lar power or wind; it has no more than three wheels; or has more than
three wheels and is a prescribed class of vehicle.
Under the Highway Traffic Act in place in Bluewater, "No person shall
drive an off-road vehicle on a highway except in accordance with the reg-
ulations and applicable municipal bylaws," according to Solden.
Solden says regardless if a bylaw is passed or not, "There are always
