One million for Zurich lagoon project
By Pat Bolen
TIMES -ADVOCATE STAFF
VARNA — "Blindsided" was how Coun. Kay Wise described
herself May 22 after a $1 million federal funding announcement
in Varna left Hensall out even though the Bluewater application
had been for a joint Zurich-Hensall grant for lagoon projects.
Making the Zurich funding announcement was Perth -
Wellington MP Gary Schellenberger on behalf of Infrastructure
Minister Tony Clements.
"Maintaining a healthy and clean environment is directly
related to the health and prosperity of communities and their
residents, and is a priority for our government," said
Schellenberger. "Supporting the upgrading of the Zurich
sewage treatment facility is one of the ways we will deliver
results for the residents of Bluewater."
Schellenberger said the federal government will fund
$1,050,975 which is one-third of total eligible costs, estimated
at $3,152,925.
Bluewater Mayor Bill Dowson said the municipality had been
disappointed previously after being shut out of Canada -Ontario
Municipal Rural Infrastructure Fund (COMRIF) grants several
times, but thanked the government for the funding.
"We appreciate the assistance of the federal government in
helping us to meet the significant costs associated with this type
of project."
Schellenberger noted that in the second round of COMRIF
funding there were $2.7 billion in requests, "and a lot were dis-
appointed."
In the third round, he said the number dropped off but there
was still over a billion dollars in funding requests.

`Action Plan' for county discussed
By Nina Van Lieshout

EXETER — Developing a Sustainability Action Plan for Huron County was dis-
cussed during a public meeting May 22 at the South Huron Town Hall in Exeter.
A sustainable Huron is a community -wide initiative, raising awareness and
developing actions to reduce Huron's vulnerability and to enhance community
capacity. Major factors include rising energy prices, global competition and envi-
ronmental strain.
Huron County planner Claire Dodds says, "It can be hard and it's challenging,
but we have to move towards that direction."
Dodds explained the three main goals of a sustainable Huron to the community:
• To develop a Sustainability Action Plan for Huron County;
• To undertake a review of the Huron County official plan and;
• To work together to ensure the long term well being of our communities.
"We have a vision," says Dodds, adding a plan needs to be developed to move
forward.
"We would like a sufficient economy, social well-being and a viable natural envi-
ronment," says Dodds.
Dodds also says we need to leave the community and the world better than how
it was found.
"The root of sustainability in Huron County is expected to involve increased
reliance on localism while understanding its connection to the global economy."
Dodds says there are seven key factors of sustainability: "political will, a shared

SOUTH HURON — Drinking water was a major
topic of conversation at South Huron council's May
20 meeting, as several reports were dealt with.
Manager of operations Don Giberson informed
council of South Huron's performance in the provin-
cially -mandated "Community Lead Testing
Program," which saw voluntary water samples
taken in Exeter, Stephen and Huron Park.
In Exeter, 40 residential, four non-residential and
eight distribution samples were taken, with seven
exceeding the safe lead level of 10 micrograms per
litre, as set out by the Safe Drinking Water Act.
In Huron Park, 20 residential samples were taken,
along with two non-residential and four distribution
