The project levy which originally failed to pass, saw a 6.8 per cent improvement, which meant a $15,000 decrease for the overall budget, with a total budget of 4.3 million The total budget passed by 71 per cent. Flood Emergency Planning The ABCA is hosting a Flood Emergency Planning Meeting March 4 at the Exeter Masonic Hall in Exeter. The agenda includes: the Roles and Responsibilities in Flood Emergencies, ABCA Watershed Conditions, the Results of the Communications Exercise, with feature presentations on spring melt ice jams, large rainfall sys- tems and intense and small area rainfall. The meeting, from 1:15 to 3:30 p.m., is open to the public, with a general discussion at the end. Mexico creates first Conservation Authority The Credit Valley Conservation (CVC) located around the Mississauga area, has helped create the first Conservation Authority in Mexico. This Conservation Authority is the first of its kind in Mexico. The Conservation Authority in the Ayuquila River Watershed consists of 9,800 km within the states of Jalisco and Colima in southcentral Mexico. Since 1996, the CVC has worked with the University of Guelph promoting programs which focus on concepts of restoration management in Mexico. In November 2001, the CVC Board of Directors held a delegation with several municipal presidents in the Ayuquila Watershed, which included a productive tour and training opportunities. After two more visits with the munici- pal presidents to the CVC Watershed in October 2004 and last May, a partnership was officially formed, with a letter signed to reaffirm the partnership. In early December, in an announcement in Guadalajara, the capitol of the State of Jalisco, it was confirmed that through formal legislation by the munici- pal leaders and many others over more than 11 years, that an official Conservation Authority was created. CVC board of directors chairman Pat Mullin says, "This incredible accomplishment is a result of the signif- icant commitments made by the municipal leaders, and many others over more than 11 years. We at the CVC are immensely proud of this precedent setting milestone in the development of the community-based watershed management in Mexico." ABCA general manager Tom Prout says although the ABCA has not helped create a conservation authority in another country, this particular project "is really neat. It's good to see that the work we do is rec- ognized worldwide." Prout says although the ABCA has no plans to participate in a project like this, the ABCA does support educating people inter- nationally of the importance of creating or maintaining conservation areas. Prout says the ABCA has hosted groups from other areas of the world, taking them on a tour through the Ausable Bayfield watershed. Prout also says his staff participate in presentations in other areas of the world, including an upcoming event in Tucson, Arizona, which stewardship and conservation lands supervisor Kate Monk will speak at.
