SH coundil hopes for
more grant money

SOUTH HURON — South Huron is hoping it sees a bit of the grant money the fed-
eral government announced recently towards the $350 million Huron Elgin
London Project (HELP).
The federal government announced Oct. 15 in London that it will provide $50
million towards the first phase of the project provided the province matches it.
South Huron's involvement in HELP is the Lake Huron water pipeline project, for
which the municipality has already been awarded a $4 3 million Canada -Ontario
Infrastructure Program grant, with the province kicking in $2 4 million and the
feds paying $1.9 million Construction for that project is nearing completion.
Mayor Ken Oke said at South Huron's Nov. 5 meeting that he hopes some of the
additional grant money announced in October for HELP comes back to South
Huron since the London board used South Huron's project to get the grant.
"I'll be very disappointed if we don't get anything," Oke said, adding he's
expressed those feelings to the HELP board.
On a motion from Coun. David Frayne, council decided to write a letter to the
HELP board expressing those concerns.
"We have to proceed positively in the right direction," Oke said.
The HELP project is to be completed in phases over 20 years. Phase one of the
project is to be done by 2010 for $154 million and includes: twinning the Elgin
Area pipeline; upgrading and expanding water reservoir storage; improving emer-
gency power capacity; providing additional sources of power through green
power; and establishing a water research and centre of excellence in Grand Bend.

Sweet corn safety
The importance of properly storing sweet corn waste was a message driven
home to South Huron council Nov. 5.
Glenn Ross, an agricultural environmental officer with the London branch of the
Ministry of the Environment, spoke at council's latest meeting and informed them
of some problems he has been dealing with lately. Ross said there are many large
livestock farms in the area and a number of farms that store sweet corn waste. He
said he has been doing proactive nutrient management inspections on farms and
following up on complaints.
His visit with South Huron council last week was part of Ross's attempt to speak
to all the municipalities in Huron County.
Ross informed council of an incident in August in the Oxbow Creek area. Black
water and dead fish were found in the creek. It was discovered that sweet corn
waste was discharging into a drain. Ross detailed the cleanup efforts, including
putting an earth dam into the stream to stop the waste from spreading. A contrac-
tor was also hired to pump up the contaminated water. A second berm 16 kilome-
tres downstream was also put in place. The stream was also monitored to deter-
mine the spread of contaminants.

False alarms a matter of concern in Lucan Biddulph

LUCAN — Middlesex OPP Insp. Karen Moffatt presented the 2007
bi-annual police report at Lucan Biddulph council Nov.5.
At the 2007 halfway point, the OPP have received 113 calls from
incidents in Lucan Biddulph.
The highest number of calls were traffic complaints at 39, followed
by alarm calls at 24 and thefts at 17 calls.
There have been no robbery or arson calls, with Moffatt noting
that "they have been very, very low in that area" so far.
Moffatt says alarm calls are increasing significantly, explaining
there were 24 false alarm calls in comparison to 17 in 2006.
"This takes away time from proactive initiatives," says Moffatt,
explaining that for each call "it takes an average of two hours with
two officers."
Moffatt says mechanical errors are the main contributing factor to
