Community urged to pull together for economic growth

Exeter has "huge potential" to become Huron County's
destiny of choice, Hawley added.
She encouraged the BIA to come up with a vision and
develop a strategic plan.
Huron County's economic development officer, Mike
Pullen, said he sees great storefronts and great potential
in Exeter. He said there is a diverse commercial base
and the area is well positioned regarding infrastructure.
Pullen said money and resources are usually the two
biggest challenges regarding promotion. He said busi-
ness organizations need to work together and change
the collective mind set of doing things the same way —
innovative thought is needed, he said. Pullen said a
strong working relationship is needed between all ele-
ments in the community.
"The local economy is all about relationships," he
explained.
Pullen also said the county can be used as a resource
for projects the Exeter BIA decides to go forward with.
He said Huron is also going forward with projects to
promote the county.
Mayor Ken Oke also spoke, encouraging everyone to
"put a smile on your face and start talking positive." Oke
questioned the promotion of Exeter's white squirrel,
referring to it as "a rodent," and suggested Exeter
should be promoting its heritage.
Oke encouraged business owners to treat customers
with respect and relayed a story of his experience at a
local business which was supposed to be open until 5
p.m., but when he went there at 2 p.m. one day, the
door was locked. The next day at 3 p.m., the store was
again closed.

VARNA — The Municipality of Bluewater will have
additional oversight into its policies of in camera meet-
ings beginning Jan. 1 under new provincial regulations.
Bluewater voted Monday night to approve the use of
the Ontario Ombudsman after a report from clerk
Janisse Zimmeman gave several options to council on
how to meet the regulations.
Zimmerman said under Bill 130, which came in effect
Jan. 1, as of Jan. 1, 2008, the Municipal Act permits any
person to request an investigation as to whether the
municipality has complied with the Act in regard to the
holding of a closed meeting.
To carry out the investigation, Zimmerman said the
municipality can appoint its own investigator or use the
ombudsman.
Zimmerman told council the Huron County Clerks and
Treasurers Association discussed the regulation and
looked at two other options as well as the ombudsman
The ombudsman, said Zimmerman, is available to the
municipality for no fee to either party, but she added the
ombudsman has not previously been involved in munici-
pal matters.
A second option, said Zimmerman is through the
Association of Municpalities of Ontario (AMO) which pro-
vides a Meeting Investigator program and requires a
two-year agreement from the municipality.
The cost of the AMO investigator is a $600 retainer per
term and a $1,250 per day fee for investigations.
Another option proposed is the hiring of a Joint
Meeting Manager in combination between the county
and several of the lower tier municipalities for a retainer
fee of $2,500 to the county and between $300 and $500
for the municipalities.
The investigation fee for the shared option would be
$75 per hour.
Zimmerman said the association recommended the
third option be adopted by Bluewater.
Bluewater Deputy Mayor Dave Johnston asked
Zimmerman if the role of the investigator has been writ-
ten down yet, which she replied it hasn't.
Johnston asked why taxpayers should be burdened by
paying for an investigator.
Zimmerman said the Joint option was recommended
because of the unfamiliarity of the ombudsman with
municipalities.
Coun. Kay Wise asked if there have been any com-
plaints about Bluewater in camera
meetings.
Zimmerman replied there haven't
been complaints but there have
been questions.
Coun. George Irvin said the
council is gambling there will be
complaints and that the one-year
test period should be under the
ombudsman.

During questions from the audience, financial advisor
Paul Ciufo asked how the BIA should move forward. He
said people are interested in working on a project, but
are busy running their businesses.
Evans said the Goderich BIA raised its budget and
hired a manager, which made sure work was done
between meetings. He said it's hard to have everything
done by volunteers. He said the Goderich BIA is now
"way more effective" with a paid manager, who makes
things happen.
Evans said the Exeter BIA needs to set goals, set a
budget and make their chosen project happen.
