`First Impressions' for Exeter
By Pat Bolen
TIMES -ADVOCATE STAFF
EXETER — "It's like when your date
shows up unexpectedly," said Nancy
Ross, economic development officer
with the Ontario Ministry of
Agriculture, Food and Rural Affairs
about the First Impressions community
exchange program at a presentation
Sept. 19 at the Ranch House Inn.
Ross said the program sees towns
exchange teams of unannounced visi-
tors to record their impressions and
provide reports back to the community
they visited.
First Impressions is based on an
American project and has been run-
ning in Ontario since 2005 and Ross
said it has seen over 75 towns across
the province take part.
Ross said after a community decides
it wishes to take part in the program, it
is teamed with a town of similar size
and a group of five to six community
residents of differing backgrounds is
put together.
The team then spends a day in the
targeted community, which is usually
two to three hours away so the group
isn't overly familiar with the area they
are visiting.
"It's like living in your home," said
Ross. "You forget the assets and
warts." She said the impressions of out-
siders brings a fresh perspective.
"It's best when it leads to action," she
added. "It's not a stand-alone pro-
gram."
Ross said there are three versions of
the program which are a community-
wide visit as well as visits which focus
on downtowns or tourism. The commu-
nity wide visit looks at all areas of a
town including industrial, commercial,
housing, schools and recreation and
records the observations as well as tak-
ing pictures.
The entire process, said Ross takes
three to four months to complete and
costs between $500 to $1,000.
Communities in the area that have
taken part in the program include
Clinton, Brussels, Seaforth, Walkerton,
Wingham, Mitchell, St. Marys, Blyth,
Stratford and Goderich.
Ross added towns that take part in
the project must have a community
commitment to follow up with leader-
ship and financial resources as well as
be willing to accept criticism, although
most of the observations are small
things.
Ross said some of the observations
made by the teams include the way
people talk about their town and that
they often send people out of town to

tem.
Other issues Joslin said he is hearing about are
increasing crime and the justice system which "gives
slaps on the wrist, mandatory parole...and concurrent

Joslin said voters are also concerned health care isn't
