County staffers update South Huron council

SOUTH HURON — South Huron council recently
received an update on the many activities happening in
Huron County.
Scott Tousaw, director of the county's planning
department, appeared at council's April 3 meeting,
along with Huron County Health Unit director Penny
Nelligan and Huron County librarian and director of cul-
tural services Beth Ross.
Tousaw said the county adopted its strategic plan last
summer and, as communication is a large part of the
plan, the county is visiting each council in the county.
He updated council on progress of the water protection
steering committee, which includes staff, politicians,
community and industry groups working together with
conservation authorities on water issues. He said there
are 15-20 initiatives underway. Tousaw also spoke of
economic development and the Warden's Economic
Development Task Force, which has had three meetings
so far and represents "a strong move forward." Tousaw
said a county -wide economic development plan will
come out of the project.
Tousaw also spoke on waste management and haz-
ardous household waste issues.
Nelligan said the Huron County Health Unit has been
restructured over the past year and a half. The health
unit uses the `Population Health Approach,' which
focuses on the entire range of individual and collective
factors, including income and social status, social sup-
port networks, education, employment and working
conditions, social environments, physical environment,
gender, culture, personal health and coping skills,
healthy child development, health services and biologi-
cal and genetic endowment.
Nelligan said Huron County now has the highest rate
of obesity in Ontario. Ironically, she added the county
also has a high rate of fitness. She added poverty has a
major impact on health.
The health unit's four `pillars' for 2006 are poverty,
water, primary health care and e -health. An example of
e -health, Nelligan pointed out, is the approximately
$250,000 grant the county received from the federal
government to help fund an interactive Spark Youth
website, which will include information on addiction,
employment, self-esteem, community involvement and
education. Six youths are being trained for the project.
Nelligan also spoke of increased funding to allow the
health unit to expand its beach water testing.
Ross updated council on happenings at the Huron
County Museum and explained that while museums
have become more hands-on over the years, the Huron
County Museum actually started that back in the 1960s.
She told council of a six-week art show that opened
recently at the museum, as well as an upcoming
`wheels' exhibit. There will be an agriculture exhibit this
summer at the museum.
Last Friday, 100 people gathered into four teams walking 33 kilometres into London, coming from
north, east, south and west to raise money for Jesse's Journey which supports the fight against
Duchenne muscular dystrophy.The north team led by Jayne Graham sported lab coats and rain
ponchos for the Compass Walk 2006 —You can be a Researcher Too event.They began in
Clandeboye and finished at the Western Fair Grounds, making a couple of stops on the way. Lucan
Public School students welcomed the walkers, forming a line in the hallway to cheer on the partic-
ipants.The team also stopped at St. Patrick Catholic School, where co -captain of the North Team
2 -year-old Alex Kain, who also has Duchenne's was presented with student donations of close to
$200. Several businesses also supported the walkers. Many residents in Birr also came out with
hot chocolate to support a cold and wet team, says captain Graham.Above front from left are

Turning towards the Huron County Library, Ross said
the new online catalogue system allows users to reserve
books, browse the catalogues and check their library
accounts. Also, stories from 3,000 magazines and news-
papers can be accessed through the library website at
www.huroncounty.ca/library
County libraries have been offering Internet access at
branches for 10 years and Ross said use is still "very
busy."
Ross also said South Huron has beautiful locations for
its libraries, both in Exeter and Kirkton.
Deputy Mayor Dave Urlin congratulated Tousaw, Ross
and Nelligan for the work they do and said the public
often doesn't see how much work county staffers do.
Other council notes:
Street lighting quotes
JMR Electric of Exeter was awarded the contract for
the installation of street lighting on Main Street south of
Waterloo Street. Of the companies bidding for the pro-
ject, JMR submitted the lowest price, $78,289 plus GST.
The project extends the Exeter street lighting system
south of Waterloo Street to Huron Motor Products. The
project is designed to improve highway and public safe-
ty, operations manager Don Giberson said in his report
to council.
South Huron Mayor Rob Morley said the project was
originally slated for 2005, but it didn't get done, so the
money for it was added to the 2006 budget.
