Insurance increase for Bluewater
By Pat Bolen
TIMES -ADVOCATE STAFF
VARNA — The Municipality of
Bluewater is facing an 18 per cent
increase in its insurance bill for
the 2006/2007 term.
The increased rate was revealed
to council Monday night by Jeff
Coleman from Frank Cowan
Insurance, which provides insur-
ance coverage for the municipali-
ty.
Coleman said the increase is due
to significant challenges in the
industry, with 95 per cent of the
increase due to increased costs in
liability insurance.
"We live in a society that is
quick to go to litigation," said
Coleman.
Council members heard that
Bluewater will be paying an extra
$23,000 this year for insurance
costs, with a rate of $153,642
compared to last year's rate of
$129,952.
Coleman added that despite the
increase, "the news for most
municipalities wasn't this good."
In other business, council was
briefed on a proposed wind tur-
bine to be located near Zurich.
Les Scotton and Brent Hall from
Green Breeze Inc. told council
they are planning on constructing
the wind turbine generator on
Part Lot 22, Concession 13 which
is being leased from Ralph and Jill
Geiger.
The lot is located just north of
Hensall Road on the west side of
Bronson Line.
Scotton said delivery for the tur-
bine is planned for July with con-
struction in August.
It is hoped to have delivery of
power into the Ontario grid by the
end of October.
The turbine will be owned by
Powertree Limited Partnership I
with Green Breeze the operator of
the facility and the owner of the
general Partner of Powertree
Limited Partner I
He added the group is a limited
private partnership and not part
of request for proposals (RFP)
issued by the Ontario government.
Asked by Coun. Jim Fergusson
what Green Breeze requires from
the municipality, Scotton said
"basically nothing."
In response to a question from
Bluewater Mayor Bill Dowson
what the assessment would be on
the project, Scotton said it would
depend on the capital value being
put in.
Green Breeze has five wind
parks in development with three
around Goderich, one in Wingham
and one located in Proton Station.
Building report
A total of 154 building permits
with a total value of $830,534
were issued for Bluewater up to
Feb. 28 according to the report
given to council compared to 15
as of the same time last year, with
a value of $926,512.
Two septic permits were issued
compared to four for 2006 with
zero demolition permits issued,
the same as 2005.

Fire board in great shape
LUCAN BIDDULPH — The Lucan Biddulph Fire
Board is in great shape this year, according to Lucan
Biddulph Mayor Tom McLaughlin.
The fire board budget will see a three per cent
increase with $27,000 from last year's budget being
carried though until this year.
The money is a loan from the municipality and must
be given back in 2007.
A new chassis will be purchased this year costing
about $355,000.
The delivery of the chassis is expected around the
summer time.
Other plans also a possibility this year include
spending $5,000 on training for the fire departments
in the Lucan Biddulph area.
The fire board is looking to purchase several train-
ing DVDs and tapes which would be shared among
the Lucan and Granton fire departments.
Some fire suits could also be replaced this year.
The fire board is also looking into buying a lighted
sign to put outside of the Lucan Fire Department
which would display messages educating the public
on fire safety and upcoming events.
