Bluewater rejects
JEBSO proposal

VARNA — Bluewater council has rejected a proposal from South
Huron to participate in the Joint Enforcement Building Services
Organization (JEBSO) which would have seen the municipalities
look at shared delivery of building services.
In a letter received from South Huron chief administrative officer
Larry Brown, it was stated negotiations had taken place between
several area municipalities in November and December of 2005,
but most had declined to take part in the proposal.
But Brown stated the town of Goderich and the municipality of
South Huron had developed a model for a joint delivery structure
that could serve the three municipalities, providing one full-time
inspector with part-time chief building offical (CBO) services at
each location.
The proposal would see one CBO and one administrative staff
located at the South Huron municipal office with the estimated
annual member municipality cost at $120,000. Staff travel costs
and internal building administrative expenses as well as any

LUCAN BIDDULPH — The architectural drawings and floor plans are in
for the planned new museum on Lucan's Main Street.
Mayor Tom McLaughlin led a discussion on the issue at Lucan
Biddulph's brief Feb. 23 meeting.
McLaughlin said the heritage committee viewed the drawings for the
3,800 square foot building at a recent meeting and there were two or
three corrections needed.
McLaughlin told the Times -Advocate Monday he hopes a federal grant
will cover about $200,000. The heritage group has raised close to
$500,000, with the building costing about $600,000. Including land and
furnishings inside, McLaughlin said the final price tag will be about
$800,000.
Looking forward, McLaughlin said the heritage committee wants to look
at different models for the construction of the project, such as whether or
not to let tenders for the entire project at the same time.
The architecture's drawings include floor plans and exteriors of the
building, which will have a two-storey facade to look like the historic
Central Hotel.
McLaughlin said a letter will be written to Lambton-Kent-Middlesex MP
Bev Shipley, filling him in on the project.
"It's a good milestone to get the drawings in," McLaughlin said at last
week's meeting.
It could take about six months to hear if the federal grant will be award -
