8 "Joint Enforcement" a bad idea There are currently a few local munici- palities discussing an item labelled "Joint Enforcement." Many municipalities are caught in a situation created by the provincial government. Capable building officials, some with decades of experience in the industry, have been pushed out of their positions either from an inability, or more commonly, an unwillingness to comply with the province's new stan- dards. These new standards include among other things the necessity of officials to be able to read and understand earthquake resistance data. Earthquakes are appar- ently a growing problem in Ontario. This Joint Enforcement plan is a proposal being put forward by Warden Rob Morley of Huron County (mayor of South Huron) in regards to the sharing of building offi- cials. More specifically, what is proposed is having other municipal building departments overseen by South Huron's chief building official. This may seem liked a good idea on paper. It is not. South Huron has been going through an average of one building official every seven months since its inception in 2001. The current officials have no previous experience in the build- ing industry and only approximately three years' experience each in enforce - Exeter Times–Advocate Wednesday, February 22, 2006 ment. South Huron is lucky to issue eight to 10 permits per month. This includes permits for small jobs. South Huron's building department, though under - worked and overstaffed still is unable to keep up. At last count I was told by the current chief building official that South Huron's building department has 300 open files. This is approximately three years worth of permits still open! The primary reason for South Huron's high building staff turnover and low dos- ing rate on files is micromanaging on the part of the administration and council. Building and planning issues are being acted upon politically not practically. Do other municipalities want South Huron's present and future administration and council so deeply involved in such an important aspect of their communities' economic health and growth as building and planning? South Huron is unable to effectively operate its own building department. Other munic- ipalities would be SHDHS curlers do well EXETER — Our resident curlers kicked some major butt at Provincials last week. They placed fourth out of 139 teams. I curled once and was beaten brutally, so my respect is given out to these gentlemen. They're probably the best rock - throwers I've met, and I've met my fair share of them. Also doing some serious damage to the competition is our Reach for the Top team. We're currently seated second, right below Madill. The heat is on. Curling is pretty intense stuff, but so is Reach for the Top. Trivia has never been this exciting before. Also exciting is the Time & Talent auction. Donation forms are available in the office. Lobbying your MPP would be a good start. Repealing the ridiculous and unnecessary Provincial Act responsible for this prob- lem would be a far more effective way of dealing with this issue. Having building departments operated by persons quali- fied only on paper and not in practise is dangerous from a liability standpoint. Ironically municipal liability was the main reason for this Act in the first place. Passing around responsibility and cover- ing problems with paper only confuses issues, it won't solve them. The discussions that our local politi- cians are undertaking regarding this Joint Enforcement proposal will affect everyone, not just the building and devel- opment industry.
