What can the public do to help?
EXETER - When disaster struck the Gulf Coast
of the United States in the form of Hurricanes
Katrina and Rita many people felt powerless in
the midst of the awesome might of nature's fury.
It is almost enough to make someone throw
their hands up and say, "There's nothing I can
do."
But the individual local resident has a vital role
to play in protecting this area from the potential
impacts of floods.
In co-operation with municipalities and the
province, conservation authorities play a signifi-
cant role in flood management, ensuring critical
steps are taken to protect life and property from
flooding that may occur as a result of severe
weather or other events.
One of the ways to prevent the damage caused by
flooding or erosion is stewardship.
Now, what do we mean when we talk about steward-
ship?
Conservation Ontario defines watershed stewardship
as caring for our water, land, air and biodiversity on a
watershed basis recognizing that everything is connect-
ed in a watershed and is affected by natural and human
activities.
Some people might consider stewardship programs as
benign, isolated actions with little meaningful impact on
human life. On the contrary, the disaster around the
Gulf of Mexico underlines the importance of a multi-
faceted emphasis on regulation, planning and steward-
ship.
An article in The Globe and Mail in September pointed
to the depletion of coastal wetlands as a culprit in mak-
ing people along the Gulf Coast vulnerable to the dam-
age caused by major storms.
"The wetlands - disappearing faster on the Gulf Coast
than anywhere else in North America as a result of
decades of overdevelopment - play a critical role in
absorbing the deadly storm surge, the most dangerous
part of any hurricane," wrote Paul Koring.
Wetlands store and release flood waters slowly.
As well, trees and other plants slow or hamper the
movement of floodwaters helping to distribute floodwa-
ters more slowly.
Individual landowners can assist the flood protection
imperative by preserving wetlands on their own proper-
ties or backing wetlands protection initiatives at the
watershed, provincial and national levels. They can also
protect themselves against the dangers of erosion and

flooding by contacting their local conservation
authority to ensure development on their
property won't impact the property or safety
of a neighbour.
"Landowners are sometimes surprised when
they learn they are located within a floodplain
area," says ABCA regulations officer Andrew
Bicknell.
"Working with the local conservation
authority provides assurance that their invest-
ment in a new home or other structure has
greater protection against flooding."
One of the most effective ways to avoid
damage to property and to ensure personal
safety during a flood is by taking preventative
measures. The ABCA implements this prevention
through the review of development around watercours-
es, environmentally -sensitive areas, hazard lands, flood -
prone areas adjacent to creeks, rivers and municipal
drains and areas of slope instability due to erosion,
slumping or shifting of steep bluffs or ravines as well as
sinkholes
Before undertaking any development near water-
courses or other sensitive areas, contact the ABCA or
your municipality to determine if you are in a `regulated
area.'
If applicable, ABCA staff will guide applicants through
the permit process that involves a review of the hazards
and working co-operatively with the applicant to protect
against these hazards.
In light of the events in the United States during the
past two months we hope for greater public understand-
ing and support of efforts to address flooding and ero-
sion here at home.
The tragedy faced by our American neighbours
reminds us of the important environmental mission we
have here in Ontario as a Conservation Authority and as
a society.
Nature can be a powerful force, as we've seen in the
past two months.
The power of people can also be a powerful force and
that's something that's required if we are to mitigate the
potential impact of future weather events.

Lots of winners at Zurich diners' penny sale
ZURICH - October has passed quickly with the
changing colours of the season as our diners have
had the pleasure of Mary's cooking each week, com-
plete with turkey on Thanksgiving. Our draws win-

were a joy to look at, and guess as to the name of

Glena did a presentation of Dolls Around the World.
Oct 12, we had Elanore Clark do a slide show on
her 33 -days aboard an Ocean Freighter travelling
along the west coast of South America visiting such
places as Lima Peru; Chili and Panama Canal. Glena
Olcen relayed her experience in the play she recently
took part in called the "Choir of Misfits " a sell-out
audience .
Progressive euchre was played on Oct. 19 with
high score Marjorie Reichert; second high Gwen
McKellar. Tied for Lone Hands were Doris Hamilton
and MaryLou Denomme.
Oct. 26 was our day to celebrate our birthdays for
the month. Only one was present - Cecelia Farwell.
Our penny sale resulted in these persons all taking
home a useful item: Marjorie Reichert; Cecelia
Farwell; Helen MacLean; Jossie Denomme; Marie
Gelinas; Kay Hay; Theresa Regier and Fred Haberer.

Mark W. Shepley of
Hensall pleaded guilty
to charges of over 80
milligrams and driving
without a licence stem-
ming from an incident
Nov. 27, 2004.
Shepley was driving
in Huron Park when he
was stopped by police
who noticed an odour
of alcohol and that he
was unsteady on his
feet.
Shepley was found to
have no driver's licence
and registered two
counts of 160 in 100
milligrams of blood.
He was sentenced to
21 days to be served on
weekends, a two year
driving ban and a $250
fine.

Exeter.
Slade was

Escape
Kenneth S. Brown of
Bosanquet pleaded
guilty to a charge of
escaping from custody
stemming from an inci-
dent June 23 when he
escaped from a cruiser
after an appearance in
court.
Brown was recap-
tured minutes later and
sentenced to three
months in jail.
Assault
Daniel R. Sheppard of
Exeter pleaded guilty to
charges of threatening
death and assault and
three charges of failure
to comply with bail
conditions after a seri-
ous of incidents
between Dec. 31, 2003,
and July of this year.
Sheppard was placed
on probation for 12
months and given a
$100 fine on each of
the failure to comply
charges.
A further charge of
assault and three other
charges of failure to
comply were with-
drawn.
