After a potluck supper, everyone was inspired and entertained by the musical program provided by the Mapleview Mennonite Youth Group singers. Their acappela four-part harmony renditions of Christmas carol favourites were enjoyed by all. Featured speaker Brenda Smith, proprietor of Floral Treasures in Mitchell, created numerous seasonal arrangements, motivating many in the audience to note these techniques for their own decorating. These ideas were greeted with enthusiastic applause, and three lucky recipients won the arrangements as door prizes. Smith and her staff also brought along selections of candles, hand creams and other accessories that could be used for gifts or for decorating the home. President Rosemary Schaefer then called on flower show judges Darlene Irwin and Anna Peterson to com- ment on their selections in the flower show competi- tion. Irwin made special mention of the quality and cre- ativity presented in the competition. The fol- lowing provides a description of the purpose and effect of the By-law. Surplus Dwelling (SD) Zone — a new zone and zone standards is introduced to apply to new lots created for the purposes of disposing surplus farm dwellings. Permitted uses are limited to a single unit dwelling, a converted dwelling, an animal kennel, a bed and breakfast establishment and a home occupation. The minimum lot area is 4,000 m2 (approximately 1 acre). The maximum lot area requirement of 1.0 hectares (2.5 acres) is designed to limit the size of such lots to what is needed to accommodate the surplus dwelling, an on-site water supply, a sani- tary waste disposal system, accessory buildings and structures and other amenities. At the same time, the maxi- mum lot area requirement is designed to minimize the loss of agricultural land and the amount of land that would require on-going maintenance. Where a larger lot size is justified, a `site-specific' zoning would be applied. Agricultural (A3) Zone — a new zone and zone standards is introduced to apply to the lands remaining where a lot is created to dispose a surplus farm dwelling. Permitted uses and standards are identical to the General Agricultural (A1) Zone with the exception of the maximum lot area and the prohibition on single unit detached dwellings. Such dwellings are prohibited to maintain conformity with the Provincial Policy Statement, the County of Middlesex Official Plan and the Township's Official Plan (as amended by OPA No. 1). Residential First Density (R1) Zone —the minimum front yard depth requirement in the R1 zone is reduced from 7.0 metres (23 ft) to 6.0 metres (20 ft), being more consistent with prevailing standards in other municipalities. The R1 zone applies to lands in the Village of Lucan and the Village of Granton restricted to single unit detached dwellings serviced by the municipal water supply system and municipal sanitary sewage system. The By-law is considered to be in conformity with the Township of Lucan Biddulph Official Plan and the Official Plan of the County of Middlesex.
