TOWNSHIP OF LUCAN-BIDDULPH
NOTICE OF PUBLIC MEETING
ZONING BY-LAW AMENDMENT
General Amendment No. 3 (2006
DATE/TIME: 7:00 p.m. Monday, December 4th, 2006
LOCATION: Township Municipal Office
- 33351 Richmond Street, Lucan, Ontario
PURPOSE: To consider a proposed Amendment to the
Township of Lucan Biddulph Zoning By-law
This By-law represents the third general amendment to the
Township's Zoning By-law adopted in 2003. The following
provides a description of the matters addressed in the By-
law.
Surplus Dwelling (SD) Zone – a new zone and zone
standards is being proposed to apply to new lots created for
the purposes of disposing surplus farm dwellings. Permitted
uses and standards would be similar to the Special
Agricultural (A2) Zone. Key modifications would prohibit the
raising or keeping of livestock, reducing the minimum lot
area and introducing a maximum lot area requirement of 1.0
hectares (2.5 acres). The maximum lot area requirement is
designed to limit the size of such lots to what is needed to
accommodate the surplus dwelling, an on-site water supply,
a sanitary waste disposal system, accessory buildings and
structures and other amenities. At the same time, the
maximum lot area requirement is designed to minimize the
loss of agricultural land and the amount of land that would
require on-going maintenance. Where a larger lot size is
justified, a `site-specific' zoning would be applied.
Agricultural (A3) Zone – a new zone and zone standards is
being proposed to apply to the lands remaining where a lot
is created to dispose a surplus farm dwelling. Permitted
uses and standards are identical to the General Agricultural
(A1) Zone with the exception of single unit detached
dwellings. Such dwellings are prohibited to maintain
conformity with the Provincial Policy Statement, the County
of Middlesex Official Plan and the Township's Official Plan
(as amended by OPA No. 1)
Residential First Density (R1) Zone—the minimum front
yard depth requirement in the R1 zone is being proposed to
be reduced from 7.0 metres (23 ft) to 6.0 metres (20 ft),
being more consistent with prevailing standards in other
municipalities. The R1 zone applies to lands in the Village of
Lucan and the Village of Granton restricted to single unit
detached dwellings serviced by the municipal water supply
system and sanitary sewage system.
The proposed amendment is considered to be in conformity
with the Township of Lucan Biddulph Official Plan and the
Official Plan of the County of Middlesex. As the proposed
amendment would apply to all lands in the Township, a key
map is not attached.
ANY PERSON may attend the public meeting and/or make a
written or verbal representation either in support of, or in
opposition to, the proposed amendment. IF A PERSON OR
PUBLIC BODY that files an appeal of a decision of the
Council of the Corporation of the Township of Lucan
Biddulph in respect of the proposed zoning by-law does not
make oral submissions at a public meeting or make written
submissions to the Council of the Corporation of the
Township of Lucan-Biddulph before the proposed zoning by-
law is adopted, the Ontario Municipal Board may dismiss all
or part of the appeal. ADDITIONAL INFORMATION relating
to the proposed amendment, including a copy of the
proposed amendment, is available from Ron Reymer at the
Municipal Office or from the Township Planner, Mr. Ted
Halwa, at (519) 963-1028 (London, Ontario).
DATED AT LUCAN, ONTARIO this 13th day of Nov., 2006.
