Sewer project
moves ahead

SOUTH HURON — The Crediton/Centralia sewer project took
another step forward Monday night with council awarding
three contracts for the job totalling $6,384,563 plus GST.
In a recorded vote, South Huron councillors voted unani-
mously to award the three tenders to the low bidding compa-
nies and move forward with the project, a project that has been
controversial among Crediton and Centralia residents due to
costs property owners will face.
The contracts awarded are as follows: $2 9 million to Elgin
Construction for the Crediton sewer project; $1 9 million to
Omega Contractors for the Centralia portion; and $1.5 million
to K&L Construction for a new pumping station in Crediton and
modifications to the existing station in Huron Park.
The project had previously been estimated to cost $6.3 mil-
lion.
While council decided to award the contracts and proceed, it
had the option to defer the decision to the new council, which
will first meet Dec. 4.
Of issue was whether or not the current council, with only
three remaining regularly scheduled council meetings left in its
term, is a "lame duck" council. Chief administrative officer
Larry Brown received a legal opinion on the issue and while
council "is clearly in a lame duck position at this time" it was
determined the risk of the project being legally challenged in
the future was minor. Also, if council delayed a decision until
the new council meets, it would face a $10,000 penalty. On the
other hand, if council's decision is challenged, it could also lead
to increased costs to the project.
Coun. Ken Oke said even though the current council is a
"lame duck" council, the new council can revoke the project if
it wants. Coun. Harvey Ratz added that the project dates back
to the former Stephen Township council 10 years ago and, as it
isn't a "spur of the moment" decision, the current council
should be able to proceed.
All along, the main concern of residents of Crediton and
Centralia has been the cost of the project. The municipality has
already twice been denied a Canada -Ontario Municipal Rural
Infrastructure Fund (COMRIF) grant and has applied for the
third and final round of the grant program. While council has-
n't been notified when the grants will be announced, Brown

Falconer leaves Grand Bend medical centre
GRAND BEND — The executive director of
the Grand Bend Area Community Health
Centre has left the centre effective last
Friday.
Board of directors chairman David
Bannister made the announcement Monday
afternoon.
As previously reported, a mediator was
recently called in to deal with a conflict
between the centre's executive director, the
board and staff. Two doctors, Dr. Ha and Dr.
Rhee, recently left the centre.
Falconer's departure follows an extensive
mediation fact-finding process begun in
early fall of this year.
Bannister said, "We have had problems in
the centre that have been identified by staff
as significant in their impact on the work
environment. We hired a mediator to investi-
gate the issues and received her report,
which was based on the input of virtually all
the staff. This has been extremely helpful to
the board in determining needed directions.
