Council supports new water line By Scott Nixon TIMES -ADVOCATE STAFF SOUTH HURON — Council formally decided last week to support a project that will see a new Lake Huron water pipeline come to Exeter. As Mayor Rob Morley said at council's Sept. 5 meet- ing, a previous motion from council stated the munici- pality "preferred" a new pipeline over the alternative — upgrading the municipality's current well water system, which council doesn't want to do because of ongoing maintenance and regulations associated with such systems. The discussion arose because GreenField Ethanol, the company bringing the $150 million ethanol plant to Hensall needs a large source of water — about 2,000 cubic metres per day. Without that water, there will be no ethanol plant, GreenField vice-president of corporate affairs Bliss Baker told council last week. $21 million estimate Morley said the Lake Huron Primary Water Supply System project, which would see a new water pipeline come from Lake Huron to Exeter and then up to Hensall is an estimated $21,250,000 project. South Huron's share will be $12 million and Bluewater's is $3.7 million, while GreenField will pay $5.5 million. In addition, a $1.9 million, 8,000 cubic metre reservoir needs to be built on Airport Line with South Huron kicking in about $1.1 million, GreenField paying $500,000 and Bluewater $300,000. Morley told the Times -Advocate Monday the costs are based on the percentage of water volume used — South Huron, 73 per cent; the ethanol plant, 16 per cent; and Bluewater, 10 per cent. While that equals an estimated total of $13.1 million for South Huron, Morley confirmed the municipality will receive a grant of at least $4.4 million for the pro- ject. That money comes from a grant the municipality applied for about three years ago. At the time, the municipality was deciding whether or not to go ahead with a new pipeline project or upgrade its wells. The municipality was told the grant, an Ontario Small Town and Rural Development grant, was only applica- ble to the cheaper alternative, which was the approxi- mately $4 million well upgrade option. Three years later, the municipality learned it will be able to use that grant money for a new pipeline. Morley said while the province has agreed to increase its portion of the grant to take into account inflation, so far the federal government hasn't. Morley told the Times -Advocate he will continue to lobby for more money from both the provincial and federal govern- ments to increase the $4.4 million grant. Despite deciding to go ahead with a new water pipeline, the municipality can still back out if tenders come back too high.
