Bluewater wants answers from Ministry of Enviroment

VARNA — Ministry of Enviroment officials will be
called before Bluewater council to explain their actions
following the manure spill in St. Josephs July 10.
The decision was made by council at a meeting Aug. 8
following a report from Bluewater Shoreline Resident
Association (BSRA) president John Gillespie on the spill
and the results of the BSRA water quality testing.
Gillespie said initially the Ministry of the Environment
(MOE) indicated nothing needed to be done in terms of
cleanup and that natural processes would clean the
ravine water in a few days.
On July 14, Gillespie said the BSRA was approached
by GAP Labs in London, who were concerned the MOE
was not considering a long term sediment study to look
at pathogens such as e -coli and cryptosporidium, which
can survive for months in the sedi-
ment.
Gillespie said when Ontario
Ministry of Agriculture, Food and
Rural Affairs OMAFRA and the MOE
wouldn't pay for the study, local res-
idents guaranteed the $5,000 cost.
According to Gillespie, over the
next two weeks, the ravine was
closed off by private residents, then
reopened. On July 20 the MOE stat-
ed the water in the ravine had
returned to safe levels.
On July 27, however, after a heavy
overnight rain, Gillespie said the
ravine water test for Ecoli, with any-
thing over 100 Ecoli bacteria per
100 millelitres of water considered
unsafe, registered a level of 65,000,
which was four times higher than
the highest level the BSRA had ever
documented.
Gillespie said the MOE also turned
down an offer from Trojan
Technology Inc in London to try an
experimental technique to clean the
water using ultraviolet technology.
He added there are several issues
related to the spill concerning the
MOE:
• Attitude appears to be these inci-
dents are not very serious;
• MOE focused on water column
only and ignored sediment issues;
• MOE not meeting its responsibili-
ties under existing legislation;
• MOE has no response plan for
spills;
Gillespie stated that events similar
to the spill occur three to four times
a year and the latest spill has pro-
vided absolute proof that agricultur-
al practices are a contributing
source of the events.
Coun. Jim Fergusson said he is
concerned when the municipality is
spending money to promote tourism
but there are tourists saying they
won't come back to the area
because of the spills.
Asked by Coun. Bill MacDougall if
the BSRA had approached the
provincial ombudsman, Gillespie
said they were told the ombudsman
will only become involved when all
other possibilities are exhausted.
Gillespie requested $5,000 from
council for sediment testing if senior
levels of government won't cover the
cost.
MacDougall said "the MOE has
definitely dropped the ball on this,"
and suggested ministry officials be
called before council to explain their
actions. Dowson agreed saying,
"we're getting mixed stories from
the MOE," and said the MOE, con-
servation authority and Huron
County Health Unit officials should
speak to council separately.
"We put them all in a room and
they'll spin us in circles," said
Dowson.
In response to Gillespie asking
council to support the BSRA in ques-
tioningthe MOE, Dowson replied the
municipality should contact the MOE

Huron County OPP detachment
commander Insp. Dan Grant was at the meeting in
response to comments at a July 26 council meeting.
At the July 26 meeting Coun. John Becker expressed
his concern about OPP vehicles travelling through
Dashwood at high speed while responding to calls.
Becker said two cruisers "blew through" the commu-
nity recently and said it was irresponsible and danger-
ous.
Bluewater Mayor Bill Dowson agreed, saying phone
calls and letters to the OPP weren't working and that
council would ask a representative from the OPP to
attend a meeting.
"Somebody better come that has authority," said
Dowson, prompting the response by Grant, who recently
took over the detachment.
Becker expressed his concerns to Grant, saying the
speed of cruisers travelling through Dashwood was
"very fast...if he had wings he would have been flying."
Grant said although he has been in command in
Huron County only three weeks, after five years in
Middlesex County, he was not unfamiliar with the situa-
tion.
Grant said that while he doesn't tolerate unnecessary
speed, "we don't want to dampen enthusiasm."
In response to a question from Coun. George Irvin who
asked if there is any legislation about OPP vehicles mov-
ing at high speed without using lights or sirens, Grant
said there isn't. "It's officer discretion about using them.
It's not always to their benefit to use them."
Irvin replied there should be legislation that lights and
sirens should be used at certain speeds.
Dowson told Grant the municipality pays a lot for
policing and while he understands the police have a job
to do, "we expect action...I made three calls to the office
and didn't get any response. We are going to be moni-
toring what's happening."
