Board chairperson and South Huron Deputy Mayor Dave Urlin said at Monday night's council meeting there has been much concern in the area about speed- ing, particularly through Dashwood, Crediton and Kirkton. Speaking about Dashwood, Urlin said Friday and Saturday afternoons seem to be a big problem with drivers speeding through the village on the way to the lake. Radar and speeding signs have been put up in the areas in the past, but the police services board now has another idea to deal with speeding — "community safe- ty zones," in which drivers caught speeding would see fines doubled. Urlin said the board is still simply "exploring the idea" and noted that other communities who have adopted the practice are split on whether or not the community safety zones made a difference. The police services board will send formal letters to the municipalities of South Huron and Bluewater seek- ing their endorsements. A bylaw will need to be passed by Huron County council to erect community safety zone signs. Urlin said local judges would also need to be on board with the idea. He added the safety zones will "maybe help slow some people down because we don't want anybody get- ting hurt." Other council notes: Upcoming tax sales Two local properties are coming up for public auction after being in tax arrears. Under the Municipal Act, municipalities and counties can place properties under tax sales in cases where tax arrears go into the third year after they are first owed. The properties in question are a former gas bar and restaurant at the corner of Highway 4 and Crediton Road and a residential property at 41119 Kirkton Road. The properties will be auctioned at the Huron County Court House in Goderich Oct. 4 at 10 a.m. Huron Park saga continues While it was previously reported the province intend- ed to place the industrial portion of Huron Park on the open market Sept. 6 to determine its fair market value, that didn't happen, Mayor Rob Morley told the Times - Advocate Monday night. The province is in the process of privatizing the industrial side of the park and existing tenants will have the first opportunity to buy the buildings and properties they now lease. Putting the park on the open market would have helped the province determine prices. More details weren't available at press time. Grass talk As a follow-up to an August discussion with the Ausable Bayfield Conservation Authority, the munici- pality has decided to continue cutting the grass and picking up garbage at the Crediton Conservation Area. Road superintendent Ken Bettles said the agreement with the ABCA for the municipality to maintain the property has worked well in the past and will continue. He said the conservation authority did a good job of cleaning up the property about a month ago. Coun. Ken Oke supported the decision and said he's pleased municipal staff are willing to do the work. Urlin suggested picnic tables and portable wash- rooms should be put in the park to make it more usable. "We should fix it up so it looks nice," he said. Noting the disappearance of picnic tables from the conservation area in the past, council suggested secur- ing any new tables put in the park. Tender talk Tenders for winter sand were awarded to lone bidder Clarence Carter & Sons at a price of $9/tonne plus taxes. The tender calls for the supply, load, haul, mix and stockpile of 1,600 tonnes. Last year's price was $7.65/tonne plus taxes. Bettles was disappointed only one company bid on the job, but said it was a fair price. In the good news department, Bettles said the munic- ipality has saved about $150,000 on culvert work this year, making up for the 10 per cent over -budget price of the reconstruction of Edward Street. As a result of the savings, the municipality can look into other pro- jects it had put off. Sewer grant request South Huron is making another attempt at acquiring a government grant for its planned $4 million Crediton/Centralia sewer project. A request for a 66 per cent grant through the Canada -Ontario Municipal Rural Infrastructure Fund (COMRIF) wasn't successful in the first round of COM - RIF, putting off the project for this year. The municipality will now apply for the second round of COMRIF. South Huron chief administrative officer Larry Brown said he expects to hear by the end of November if the request is successful. In making the grant request, the municipality has officially declared the project its highest priority and states its completion "will improve the quality of our environment, protect the health and safety of the citi- zens in our community, support our long-term econom- ic growth, and build a strong and sustainable South Huron." Summer building report Building in the municipality this year continues to be well ahead of last year's pace, with 16 permits issued in July valued at $1.5 million with permit fees of $11,955.50. There were 15 permits issued in August for work worth over $1.6 million and fees of $16,833.27. So far this year, 115 building permits have been issued at a value of $11.5 million, compared to last year's 87 permits worth $5.47 million at the same time. Flood management update Preliminary talks are being held this week between the municipality, property owners and the engineer hired to look into a flood management project to deal with the flooding issue in Exeter's east end. Brown said the meeting will get some ideas on the table and he hopes options for the project will be on paper by the end of the year.
