Residents of the ward of Bayfield heading to polls

VARNA — Residents of the ward of Bayfield will be
going to the polls this fall to fill the vacancy created by
the resignation of Coun. Josh McClinchey, which was
announced May 30.
Clerk -administrator Janisse Zimmerman brought a
proposed set of dates for the byelection to council
Monday night.
Zimmerman said the cost estimate for the byelection is
$3,000 for advertisements, poll staff, ballots and notices.
According to Zimmerman, the office will be declared
vacant July 11 at which time a bylaw for a byelection
can be passed.
A voters list will be prepared no later than Aug. 5 with
nomination day Aug. 29.
The advance poll will be held Oct. 1, with voting day
Oct. 13.
Zimmerman added any qualified elector in Bluewater
may run for office, but only qualified electors in Bayfield
Ward may vote.
McClinchey said support has been clearly in favour of
a byelection, rather than any of the other options avail-
able to council to fill the vacancy, such as appointing the
second place candidate from the last election, or candi-
dates making presentations to council, which would
decide on the best one.
In response to a question whether the vacancy could
be filled any sooner, Zimmerman replied there were
timelines she couldn't do anything about.
Bluewater Mayor Bill Dowson agreed, saying "you
have to do it proper...you could be starting over from
day one."
A motion was passed authorizing the byelection.
Crime stats
In other news, OPP Sgt. Tim Tatchell presented the
crime stats for April 1 to May 30, saying "there is noth-
ing that pops up" regarding the statistics.
Dowson asked Tatchell about incidents where several
cruisers are on scene, which Dowson said have prompt-
ed residents to inquire about the amount of resources
used.
Tatchell said in dealing with situations such as medical
emergencies and missing persons, the policy is to "flood
the area for safety."
Tatchell added when a canine unit is deployed, it is
also procedure to deploy the Emergency Response
Team.
Dowson said while no one should not want to call the
police, "every time you call, it costs."
Tatchell agreed, saying there have been instances of
people calling 911 to check road conditions.

the tipping fees currently in force to reflect the
costs of operating the landfill sites.

Building permits
Chief building official Brad Dietrich presented council
with the report on building permits in Bluewater, saying
the number of permits issued is down from the 91
issued at this time last year, with 86 issued so far in
2005.
The value of the permits in 2005 is $5,758,153, com-
pared to $6,755,400 last year.
Seventeen septic permits have been issued so far in
2005, up from 13 in 2004 and the number of demolition
permits is just one, with four in 2004.
