Lucan Biddulph nets surplus

TIMES -ADVOCATE STAFF
LUCAN — A surplus of
$50,000 has been
revealed in the 2004 audi-
tor's report for Lucan
Biddulph.
Chartered accountant
Christine Scrimgeour pre-
sented her financial state-
ment to council Monday
night.
Scrimgeour told council,
"You have a very healthy
cash balance. You guys
had a great year. You
kept up with the capital
projects. You're replen-
ishing your roads and
that's good."
Mayor Tom McLaughlin
says the surplus will be
placed into the township's
reserve funds, which are
now in the $3 million dol-
lar range.
• Council has yet to
approve its 2005 budget.
Earlier, a property tax
hike of about five per cent
had been projected.
However, the provincial
government has recently
given the township some
money through the

more than $646,000,
council has been able to
reduce the property tax
hike to about two percent.
The budget is expected to
be approved April 28.
• Council has given the
go ahead to Dr. Walter
Lock to sever the rear
portion of his property at
280 Main Street in Lucan.
The current building on
the site houses several
offices. Dr. Lock has
plans to build a one storey
apartment complex, with
up to 24 units, behind the
current structure.

Gordon Hill said the
dinner was a get
acquainted night.
The goal for the 2005
campaign is $33,500,
about the same as last
year, according to Hill,
who said the campaign
has been so successful
in past years, organiz-
ers don't want to raise
the goal too high.
The campaign will
cover from the Bayfield
river to the Middlesex
border with 31 cap-
tains and between 300
and 400 canvassers.
Money from the cam-
paign will help clients
with expenses they
can't manage on their
own, with none of the
funds raised going to
administration or out-
side the area.
Hill added the
response to the cam-
paign is always good
and has been growing
every year.

issue at council's April 4
meeting suggesting the
matter be investigated
and charges be laid
against the property
owner.
South Huron chief
administrative officer
Larry Brown said the
municipality, the Ausable
Bayfield Conservation
Authority and the
Ontario Ministry of
Agriculture and Food
met with the property
owner recently and took
samples.

SOUTH HURON — The
municipality is still wait-
ing for some of the test
results on samples taken
from a drainage ditch
where field run-off
spilled into.
The issue came to light
April 3, when Coun. Pete
Armstrong was driving
throughout the munici-
pality reviewing area
roads. Near the corner of
Huron Street West and
Corbett Line ( Part Lot
20, Conc. 18), Armstrong
discovered the property
owner had dug his own
drainage ditch along the
side of the road, leaving
the excess dirt in a pile.
Armstrong said run-off
from the field, including
manure, leaked into a
public drain that empties
