By Joan Beierling
VARNA CORRESPONDENT
VARNA — Church ser-

piano and Anna Keys on
the organ for the palm
parade processional.
There were no palms but
green helium balloons
instead.
Scripture readers were
Art Bennett and Willi
Laurie. There was special
music by John Robinson

HURON PARK — Shoppers in San Francisco will be
charged 17 cents for every plastic bag and paper gro-
cery bag they use.
The city's Commission on the Environment unani-
mously voted for the change in January.
It would be the first such fee on grocery bags in the
United States.
One side in the debate argues most people reuse their
plastic grocery bags at least once, and some reuse them
several times over.
What will dog owners use to pick up their pooches'
poopies if everyone starts using reusable cloth bags to
tote their groceries?
On the other hand, it's hard to argue with the results
of Ireland's experience with its grocery bag tax. Grocers
on the Emerald Isle charge 15 cents a bag, and the use
of plastic bags there has dropped 90 percent.
