Bluewater Council hears animal report

VARNA — Animal
Control Officer Bob Trick
presented his yearly
report to Bluewater coun-
cil Monday.
Trick said he picked up
14 dogs in the last year
Among the complaints
and contacts he had in
2004 were one dog bite,
two wild cat bites and
three OPP calls for an
Emu, a cougar and a wild
dog.
Trick said the cougar
wasn't able to be trapped
and there were 14 cougar
sightings in Huron County
last year.
Other numbers Trick
gave council were two
women receiving rabies
shots, one kennel licence
issued and two tickets
issued.
Trick added two bag
dispensers were put in
place in Bayfield for dog
owners, and 2,200 bags
were dispensed, with
many good comments
from the owners.
Asked if the problem of
strays was improving,
Trick replied there was
no difference from other
years and all municipali-
ties were the same when
SAAN gets
creditor
protection
TORONTO — The insol-
vent SAAN Store chain
received court protection
from creditors last week.
The Globe and Mail
reported Jan. 7 the com-
pany owes creditors at
least $48 million and
needs to close "a signifi-
cant number" of its 223
stores to stay afloat. The
chain has 3,000 employ-
ees across the country.
A SAAN lawyer told the
Ontario Superior Court
last week that the chain
has had difficulty for many
years. As reported in
October, SAAN's former
parent company, Gendis
Inc. of Winnipeg, recently
sold the chain.
SAAN started a massive
liquidation of $84 million
worth of inventory Jan. 7.
A court-appointed monitor
will evaluate the chain and
file a report in three
months.

In response to a ques-
tion about the provincial
legislation on Pitbulls and
whether it was enforce-
able, Trick replied he
thought it was important
since the number of
Pitbulls was increasing.
Trick referred to statis-
tics from the United
States over a seven year
period when he said 56
people were killed by
Pitbulls, with German
Shepherds next in line at
22 and Rottweilers at 11.
Another factor to con-
sider, added Trick was
the total number of each
type of dog.
"Most dogs I can con-
trol," said Trick.
"Pitbulls can lead you
around...they're a very
strong dog to handle...I
haven't had a good expe-
rience with one."
Asked if the legislation
was enforceable, Trick
replied it would depend
on whether the justice's
of the peace would back it
up with more than a
small fine.
Trick asked if council
wanted him to issue tick-
ets under the new bylaw,
and said the tickets were
handy for leverage and to
get people's attention.
Saying he had been
ordered off the property
of a few residents during
the year, Trick added "if
they all loved me I would-
n't be doing my job."
Municipal staff
Bluewater has two new
employees with the addi-
tion of Brad Dietrich as
chief building official and
Randy Lovie as building
inspector, effective Jan.
10.
Building permits
Dietrich made a report
to council on the building
permits issued in 2004
which totaled 251 permits
for $17,569,069, down
from 256 permits for
$20,686,860 in 2003.
In 2004 50 septic per-
mits were issued, against
47 in 2003 and 19 demo-
lition permits were issued
in the last year, up from
11 in 2003.
The busiest ward for
construction was Stanley
with 97 permits issued,
with Hay Ward having
80, Bayfield 46, Zurich 10
and Hensall 14.
Bayfield ice surface
Bayfield coun. Josh
McClinchey raised the
issue of reports that said
the Bayfield ice surface
was going to be closing,
saying a petition had
been started in the com-
munity to prevent it from
happening although it
hadn't been discussed in
council.
Bluewater Mayor Bill
Dowson said he didn't
know how the story got
started, but said it may
have been a staff report
to council on use of the
ice surface.
Clerk Administrator
Janisse Zimmerman said
people thought a decision
had been made and it
hadn't been discussed.
McClinchey added there
were 1,000 names on a
petition for something
that didn't exist.
Hensall water
meeting
Hensall Ward coon. Rod

7 p.m at the Hensall
Arena Hall for discussion
and input of the alterna-
tives for the Hensall
water supply.
