Hensall's water decision deferred until January

VARNA — A decision on the Hensall water question
has been deferred until January following a public
meeting Monday night.
Residents of Hensall filled the Stanley
Complex to hear the latest information
from Steve Burns of B.M. Ross.
Burns gave an overview of the water situ-
ation in Hensall and the four options avail-
able, which are: a pipeline with a 50 per
cent subsidy; a pipeline with no subsidy;
treat existing supplies; or to drill new wells
for dilution.
In a questionnaire given to Hensall residents earli-
er in the year, the favoured option by a wide margin
was the pipeline with a 50 per cent subsidy.
With only 20 per cent of the 400 properties return-
ing the survey, Burns said it was still difficult to
know what people prefer and without the 50 per cent
subsidy, a solution is still unclear.
Burns said while there is still a possibility of a 50
per cent grant, "it may not happen" and it was best
to make a decision based on no grant.
He told the crowd the provincial government has
said if no decision is made soon, a $700,000 grant
may be lost.
"Council is at the point they have to make a deci-
sion."
Bluewater Mayor Bill Dowson added another rea-
son a decision had to be made was South Huron is
ready to move ahead with its pipeline plans.
"Grant or no grant, they're moving," said Dowson.
"If they do engineering and sizing just for Exeter we
have a problem."
The latest numbers Burns presented to the audi-
ence were
• nitrate treatment $2.3 million plus $93,000/year
• dilution $2.1 million plus 67,000/year
• pipeline $6.2 million plus $41,200/year
Taking questions from the crowd, Burns was asked
what the final deadline for the $700,000 grant was.
He replied the Ministry of the Environment indicat-
ed in early November it wanted a decision as soon as
possible but gave no final deadline.
"The grant project has been in place for four years
and is winding down," said Burns. "They want to
spend the money."
In response to a question when the last date
Bluewater could inform South Huron of its decision,
Burns said it could be delayed another two or three
months but the money had to be spent by March
2006.
He added the South Huron Environmental
Assessment has been completed and the municipality
is just waiting for its own grant.
It was decided to defer a decision until January to
allow Hensall Coun. Rod Parker time to discuss the
options with the residents.

The Blue Water Rest Home (B.W.R.H) will soon be
hooking up to the Zurich Sewage Lagoons after a
recommendation from the Ministry of the
Environment.

The Municipality will be assuming the initial cost of
the connection, with B.W.R.H repaying the cost over
a period of time.
The hook up came after MOE officials observed
waters in an open municipal drain near the rest
home were cloudy in appearance.
After the discharges were traced back to
B.W.R.H's sewage treatment facility, the
discharges were halted and the septic
tanks pumped out.
A B.M. Ross report Nov. 3 stated while
the septic system was working as
designed, it did not meet current stan-
dards and recommended the rest home
be hooked up immediately.
The report was followed by a meeting Nov. 24
between municipal staff, B.M. Ross and MOE recom-
mended the facility be connected as soon as possible.

The average person consumes about 5 oz of

The high heat of hot tubs can put a stress on the fetus and increase
the risk of miscarriage. Regular baths are fine.
Even if you are a healthy young adult, you will benefit from getting a
flu shot. On average, a healthy adult will spend less time off work
and less time on treatment if they had their shot. And remember,
because the flu shot contains killed viruses, it cannot give you the flu.

A motion was then passed for the rest home to be
connected and to have B.M. Ross prepare the plans
and costings for the connection, with the costs
passed back to B.W.R.H.
