Severance request goes against official plan

night when facing a sev-
erance request from a
landowner.

a severance to a lot on a
Fatal roll-over collision
LAMBTON SHORES — A 42 -year-old Lucan man
is dead after a fatal single vehicle roll-over colli-
sion Sept. 28.
Kenneth Bailey, an employee with Bluewater
Recycling in Huron Park, was operating his recy-
cling truck east on Ridge Road west of Arkona
Road when it left the gravel portion of the road,
entered the south ditch and rolled onto its side.
According to Lambton OPP, he was partially
ejected and trapped beneath the wreckage.
The recycling truck is designed with both left
hand and a stand up right hand drive to facilitate
the pick up of recyclables at the curb. It is not
known at this time where the driver was posi-
tioned.
Given the nature of the work performed and the
frequency drivers disembark from the truck, they
are exempt from wearing a seat -belt.
A passing motorist happened upon the crash
scene at 11:04 a.m. and contacted emergency per-
sonnel.
Lambton EMS, Air Ambulance and the Thedford
Volunteer Fire Department worked for close to 45
minutes to remove the victim from the wreckage
and provide immediate medical care. Despite their
efforts, the victim succumbed to his injuries. He
was pronounced dead at the scene.
Lambton OPP officers would like to speak to any-
one who may have been in the area of Ridge Road
between Arkona Road and Gordon Road between
the hours of 10 a.m. and 11 a.m.
Investigators are unable to determine the exact
time of the collision or if other vehicles may have
been involved.
Since the death is work-related, the Ministry of
Labour is conducting a parallel investigation.

Mayor Tom McLaughlin
said although the munici-
pality would like to
encourage growth, the
severance goes against
the official plan.
He explained council
could normally amend
the official plan, but it
would not be reasonable
at this time since the
province is changing its
Planning Act and could
undo anything the
municipality decides.
McLaughlin said he
doesn't know when the
provincial regulations
will be revealed, but has
heard it will be in early
January.
If council did decide to
amend the official plan,
public meetings would be
held and input would be
encouraged.
Granton water
Administrator Ron
Reymer told council staff
has worked out prelimi-
nary figures for the
household cost of the
Granton water project.
Although ratepayers
were originally told it
would cost $2,255.63,
tenders came in high and
the numbers had to be
reworked.
While the province has
agreed to cover the extra
amount in its one-third
funding of the project,
the federal government
has not yet agreed to
this.
Reymer said the cost
will be $2,517.52 if the
federal funding comes
through and $2,631.34 if
it does not.
A loan repayment
option will be available
with one per cent inter-
est. Monthly payments
will be $21.89 or $23.32
depending on federal
funding.
