Huron -Perth Catholic board special needs funding cut

DUBLIN - The Huron -
Perth Catholic District
School Board was the only
board in Ontario to have
its overall Special
Education funding levels
decreased as a result of
the Education Ministry's
most recent assessment of
how much money is need-
ed.
The Avon Maitland
District School Board,
meanwhile, will receive an
increase of approximately
$1.06 million for the 2004-
05 school calendar, thanks
to what's referred to as
"Cycle 5" of the Intensive
Support Amount (ISA)
review.
According to a memo-
randum sent out by min-
istry officials July 28,
"boards that have been
spending their entire spe-
cial education allocation
on special education pro-
grams and services (will)
receive their full allocation
for 2004-05, as per Cycle
5. Boards that have had
special education under-
spending in 2003-04 and
prior years (will) see their
2004-05 ISA allocation
reduced to reflect this
underspending."
Huron -Perth business

Thuss says it's not that the
Catholic board has been
underspending, but rather
that it was efficient in its
assessment of special
needs students, and in its
reporting of those needs to
the ministry. As a result, it
did not participate in Cycle
5 because all its special
needs students had
already been identified.
Instead, the decrease in
funding - which dropped
the board's total funding
by $30,000 - came as the
result of two Special
Education students leaving
the board during 2003-04.

Due to a policy called
"portability," those stu-
dents took the provincial
funding with them when
they relocated to another
board.
"Unfortunately, it's a
reduction rather than
additional dollars," Thuss
told trustees at the board's
first regular meeting of
2004-05, held Aug. 30.
But he added it's "not a
big issue" because it hints
at the board's efficiency of
reporting, rather than a
failure to access available
funding.
Additional special educa-
tion funding may still be
coming, however. The
ministry memorandum
also explains that money
saved by cutting back
funds to underspending
boards will be "channelled
into a new
Effectiveness and Equity
Fund to be reinvested in
special education over the
2004-05 year. School
board officials and repre-
sentatives from trustee
associations have been
invited to work with the
ministry on the approach
to access these funds so
that unmet needs can be
addressed."
At the Aug. 30 meeting,
Huron -Perth trustees also
learned about the board's
relatively insignificant but
still noteworthy shares in
two other recently -
announced government
funding initiatives. Out of
$20 million committed
province -wide for the
"Community Use of
Schools," the Catholic
board will receive
$43,405, which Thuss says
will be used to offset the
cost of making schools
available for use by com-
munity groups. And out of
$65 million earmarked for
the 2004-05 Learning
Opportunities Grant,
Huron -Perth will receive
$11,309.
The Avon Maitland
board, meanwhile, will
receive $189,493 for
Community Use of
Schools, and $90,402 from
the Learning
Opportunities Grant.
Huron -Perth trustee
Bernard Murray
expressed surprise that
the Toronto District
School Board will receive
just over $27 million
under the Learning
Opportunities Grant, well
above the second most for-
tunate board - the near-
by Peel District School
Board - which receives
$4.5 million, and far
exceeding the allocations
awarded to largely rural
boards. He conceded,
however, that the grant is
designed to tackle prob-
lems - like poverty and
the struggles of recent
immigrants - which are
quite likely more prevalent
in large urban centres.
Four daylight break-ins
SOUTH HURON - On Sept. 2 Huron OPP started
investigating four daylight break-ins that occurred in
Usborne. Officers found that three homes at the inter-
section of Hern Line and Huron Street plus a home on
McTaggart Line were entered sometime between 10:45
a.m. and 3 p.m.
One home was left insecure while the other three were
entered when either a door or window was forced open.
Stolen from the homes was a large quantity of house-
hold items Some of the items stolen were jewelry boxes
full of cosmetic jewelry along with rings, bracelets and
watches of more expensive quality.
Appliances likes televisions, a coffee maker, a
microwave, a digital camera, a computer system, 150
VHS or DVD movies, 75 CDs of various types of music, a
set of brand new golf clubs and linens were taken. Also
stolen were assorted food products like meats, dairy,
cereals and canned food and a number of bottles of alco-
hol and cash left inside the homes.
Huron OPP are continuing the investigation and work-
ing with the victims to obtain a complete list of items
stolen. The identification unit has been working at the
houses trying to find any fingerprints that may have
been left by the thieves.
Huron OPP is looking for anyone who may have been
in that area Sept 2. If you saw something call the Exeter

Trafficking charge
HURON PARK - Huron OPP were called to a resi-
dence on Columbia Drive in Huron Park after evidence
of a past marijuana grow was discovered in the base-
ment of the house Aug. 17 at 12 p.m.
The officers met members of Dell Management
Solutions and the Sheriffs office out of Goderich at the
residence. They were in the progress of evicting a man
from the house when the grow operation was discov-
ered. The officers found 720 grams of plant material
inside the residence along with drug paraphernalia.
A 31 -year-old South Huron man has been charged
with possession for the purpose of trafficking under the
Controlled Drug and Substance Act. He will attend court
in Exeter Oct. 28.
Thuss is also positioning
the Huron -Perth board to
take advantage of yet
another funding initiative
expected to be announced
some time this fall. He
says the "Good Schools
Open" grant, which aims
to help school boards con-
duct necessary upgrades
and maintenance on exist-
ing schools, will be taken
under consideration as the
board proceeds with
upcoming renovations at
St. Mary's elementary
school in Goderich and St.
Joseph's elementary
school in Stratford. The
projected scope of work in
each case has been
expanded, with the expec-
tation that further work
will be eligible under the
new grant and can be
done as quickly as possible
after the grant is
announced.
