Lucan Biddulph council agrees in principle with land severance

LUCAN — At a commit-
tee of adjustment meeting
before its regular council
meeting Monday night,
Lucan Biddulph council
approved an agreement in
principle for Cecil Lewis of
Clandeboye to sever two
lots and sell them for
development purposes.
A formal agreement will
be drafted for final
approval at council's next
meeting.
The agreement will
include conditions for site
grading, street lighting
and services.
Lewis told council water
and sewer services are
already available and just
have to be hooked up
when needed.
He said he plans to sever
three more lots in the area
in the future.
Sewer connections
Council agreed to draft a
bylaw which would give
residents a choice to hook
up to sewer connections,
pay the minimum monthly
amount or be given an
inflation rate for initial
hook-up if they join the
system.
When council passes this
bylaw, it will repeal the
mandatory sanitary sewer
connection bylaw now in
place.
Mayor Tom McLaughlin
said the issue is driven by
development.
"Every time we try to do
development, we get into
these side issues with peo-
ple," he said.
Administrator Ron
Reymer said a $2,500
hook-up fee is charged
and a basic monthly fee of
$18. Payment options will
be available.
Derelict vehicles
Council discussed
changing a zoning bylaw
which deals with derelict
vehicles.
Reymer said traditional-
ly municipal tours are
conducted once every
three years and notices
are mailed out to people
with derelict vehicles on
their property.

defined as any vehicle
without a valid licence
sticker.
Reymer said the current
system has been working
with 99 per cent of people
notified of a problem com-
plying.
The problem comes with
the one per cent who
ignore notices and trying
to figure out the best way
to prosecute offenders.
Reymer said one solu-
tion could be the imple-
mentation of a clean yard
bylaw, but it would
require a full-time bylaw
enforcement officer.
"I'm not sure I want to
dip my toe in that pool,"
Reymer told council.
He recommended
changing the wording of
the zoning bylaw regard-
ing derelict vehicles so to
make it easier to prose-
cute.
Business association
Deputy Mayor Perry
Caskanette reported to
council on the Lucan and
area business associa-
tion's open house about
the Business Retention
and Expansion study.
Caskanette said there
was a good crowd at the
municipal chambers to
hear Jay Brown speak
about why the study was
taking and the timelines
involved.
Two people have been
hired to conduct surveys,
which are expected to be
completed in June.
Brown will complete a
report by the early fall
and then a working com-
mittee and others from
the community will work
on action plans.
Once projects are agreed
upon, sub -committees will
be formed to implement
them.
The business association
is also planning a commu-
nity garage sale on the
long weekend.
Caskanette said Art in
the Park will take place
June 19 in the Market
Street Park. It will be an
opportunity for local peo-
ple to display and sell art-
work and crafts.
