Bylaw enforcement
officer at council
By Mary Simmons
TIMES -ADVOCATE STAFF
LUCAN — Bylaw
enforcement officer
Barry Hodgins spoke to
Lucan Biddulph council
Aug. 3.
Hodgins has held the
position for approxi-
mately a year and has
not run into any serious
problems during that
time.
Recently Hodgins has
been dealing with the
problem of derelict
vehicles. He has sent
out notices, informing
the owners they are in
violation of the bylaw
and asking them to
have the vehicles
removed from the prop-
erty. He said he also
lets them know about
the option to donate
vehicles to Teen
Challenge Farm and the
Kidney Society for a tax
receipt.
"Ninety-nine per cent
of the people comply,"
he told council. "It just
takes a little urging."
He told council there
is one situation he is
concerned about. A res-
ident of Coursey Line
has several vehicles he
has been asked to
remove. Hodgins said
he has already sent one
notice and wanted
direction from council
for how to proceed if
the individual does not
comply.
Council agreed he
should send a second
letter setting a timeline
for the vehicles to be
removed and stating
legal action will be
taken if he does not
comply.
Since the resident is a
tenant, a notice will be
sent to the property
owner as well.
Council brought up
the issue of overnight
parking, which has
been brought to their
attention within the last
month by a resident of
Granton who thought
Hodgins was being too
aggressive in the sum-
mer months.
He said he patrols
randomly and tickets
vehicles in violation of
the bylaw.
Council recommended
he patrol twice a month
during the summer and
continue to respond to
complaints.
Drainage problem
Coun. Paul Hodgins
told council he and
Coun. Wayne Hall went
to the Delorme property
on Coursey Line to
check on a complaint
about a drainage prob-
lem.
Hodgins said the
Delormes complained
that during heavy rains
water runs onto their
property, resulting in a
loss of farm land.
He said there is not a
ditch or a culvert at the
roadside, so the water
is diverted into the
field.
Public works manager
Barry Mills said he had
already been to the
property and sent a let-
ter to the landowners in
May saying the munici-
pality was not going to
do anything to fix the
problem. He said at
that time he concluded
drainage needed to be
added to the field.
Hodgins said the
problem appears to
have occurred after the
municipality built up
the road and buried the
existing culvert.
"It would be an easy
fix," he said.
Mills agreed to go to
the site again with
Hodgins.
Accessibility
Deputy Mayor Perry
Caskanette told council
he had a complaint
about the lack of a
pedestrian thorough-
fare to the municipal
office.
Administrator Ron
Reymer said an accessi-
bility committee has
been formed by
Middlesex County coun-
cil and the chairperson
will be visiting every
municipality to develop
plans and make recom-
mendations.
Speeding
Hodgins reported
back to council on his
experience with the
police radar sign. He
said 80-90 per cent of
people coming into
town drive 80km/h in a
50km/h zone.
He said he also hopes
to set up the sign in
Granton and
Clandeboye.
