The Hensall Post Office is participating in Address Accuracy Month, getting the word
out to customers to include the full and proper addresses on their mail. Hensall post-
master Linda Ferguson said efficiency in the mail system will increase with proper
addresses.When mailing to a customer with a post office box, it's imperative the box
number be included with the address; when mailing to a rural route, the rural route
number must be included. In a suburban system such as Exeter's, the full street address
must be included. Ferguson said 97 per cent of the mail handled by Canada Post is
delivered on time — with the correct addresses, she said that number could increase
to 99 per cent. She said right now address accuracy is at only about 50 per cent.

Hensall United Church recently held a 'Coin Canister Campaign,' raising over $1,600
for the church. Members of the congregation were given empty film canisters in the
spring and were encouraged to fill them with coins and return them to the church.The
canisters were turned into the church last Sunday (in exchange for a chocolate toonie),
when a celebratory barbecue was held.About 50 people participated in the fundraiser,
organized by the church's finance and stewardship committee. From left, holding the

Terms of reference of Ausable River Municipal Drain
VARNA — Terms of ref-
erence of the proposed
Ausable River Municipal
Drain have been accepted
by Bluewater Council
which has authorized Paul
Elston from R.J. Burnside
to proceed with a prelimi-
nary report.
The terms were present-
ed to council at a public
meeting June 23 on the
proposed drain which was
first submitted to Hay
Township in August 1996.
The petition was
declared not valid in May
1998 and a second peti-
tion was submitted in
August of that year.
The second petition was
again declared invalid in
October 1998 after the
town of Exeter pulled its
name off the petition.
A third petition was sub-
mitted in January 1999
and was taken over by the
Municipality of Bluewater
after amalgamation in
2001.
The petition was
declared valid in February
2002.
Ausable Bayfield
Conservation Authority
(ABCA) Water and
Planning Supervisor Kelly
Vader spoke to council.
She said the ABCA didn't
feel the lands owned by
the Authority would bene-
fit.
Vader said the wetlands
protect other lands by
absorbing high water lev-
els and releasing them
slowly during periods of
drought.
She added while the
ABCA did request a cost -
benefit analysis, it should-
n't have to pay for it since
it should have been done
before.
Vader said if the project
proceeds, ABCA would
request a full environmen-
tal assessment and the full
cost would be paid by pro-
ject proponents.
Another factor sited by
Vader was the species at
risk legislation under
which it is an offence to
harm threatened species.
She said while it hasn't
been determined whether
there are species at risk in
the area, an environmen-
tal assessment would
answer the question.
Elston said from to

He added, "a guideline is
a prudent step."
Asked how far down-
stream the drain might
have to go to ensure suffi-
cient outlet, Andrew
Wright from Siskinds said
they couldn't know how
far they would have to go
until the modeling was
done.
Elston added the outlet
may be in a different place
than they thought.
Bert Visscher, one of the
original petitioners, said
he noticed the land was
flooding more in the late
1980s.
"I pay a lot of taxes and I
have the right to have it
drained. When it starts

Asked if the ABCA was
willing to look at alterna-
tives, Vader said yes.
"We're willing to work
with landowners on less
costly alternatives that
will achieve their aims
and protect us."
With the closing of the
public meeting, council
went into a special session
to discuss the terms of ref-
erence.
After more discussion
the motion was passed
directing Elston to pro-
ceed with preparing the
guidelines.
