(photo/PatBolen) EXETER - Almost 100 area farmers filled the South Huron Rec Centre March 18 to hear presen- tations on the Ontario Ministry of Agriculture and Food's new approach to safety net programs for Ontario farmers. The meeting was one of a series OMAF has spon- sored across the province to explain the new Canadian Agriculture Income Stabilization (CAIS) program. CAIS is combining stabi- lization assistance (for- merly NISA) and disaster assistance (formerly the Ontario Farm Income Disaster Program) into one program under the Agricultural Policy Framework (APF) which has been signed between Ontario and Canada. Those in attendance heard Mike Brine from the St. Mary's OMAF office present information on the CAIS program, as well as Dave Connery, regional manager for customer service at Agricorp, speaking on production insurance. Brine said the philoso- phy of CAIS is that pro- ducers and governments share the burden of replacing lost income, with the smaller losses shared equally. With higher amounts of losses, government fund- ing rises to four times the amount the producer contributes. CAIS is based on a pro- duction margin that is calculated by subtracting production expenses from farm revenue. Only expenses that are directly related to the production of a commodi- ty are included in the program. The reference margin is the average margin of the previous five years with the best and worst of those years eliminated to establish the minimum and maximum deposit levels for the operation. The deadline for apply- ing to CAIS is April 30. Connery said what was previously known as crop insurance will be expand- ed under the APF to become Production Insurance. Under the tiered cover- age of the APF cata- strophic coverage will be 100 per cent government funded with comprehen- sive coverage 60 per cent government, 40 per cent producer. High risk coverage is 33 per cent government, 67 producer funded and the government now pays 60 per cent of crop insur- ance premiums, instead of the previous 50 per cent. Connery also described an expansion plan for rainfall coverage for for- age. Started in eastern FARM BRIEF Additional CAIS meetings OMAF is hosting addi- tional CAIS meetings. All producers are welcome to attend. All meetings are three hours long. Producers are asked to pre -register for these meetings by calling the CAIS toll free number at 1-877-838-5144. Pre -reg- istration will help ensure the availability of ade- quate seating and hand- outs. The investigat- ing officer learned the owner was away for a few days and family members were checking the resi- dence. Sometime between March 12 and March 18 someone stopped and threw eggs at the mailbox in front of the house and also the windshield of a vehicle sitting in the dri- veway. If you have not yet received a Deposit Options Notice in the mail, please contact CAIS administration at 1-877- 838-5144 to request a DON. The CAIS application and other related infor- mation is posted on the OMAF Web site at www.omaf.gov.on.ca or they may be picked up at the Woodstock Resource Centre. The deadline for partici- pating in the CAIS pro- gram is April 30, 2004. Ontario, the plan estab- lishes rain stations close to customers to measure rainfall and calculate claims. If the amount of rain falls below 80 per cent it triggers a claim. The plan runs from May 1 to Aug. 3 and electronic gauges factor in for heavy rainfalls. There is a 15 kin radius between each gauge and the plan is to have it available to all Ontario forage growers by 2006 at the latest.
