SH looks to prevent
sewage overflows
By Scott Nixon
TIMES -ADVOCATE STAFF
SOUTH HURON — South Huron's oper-
ations manager wants to do something
about minimizing inflow into the munici-
pal sewage system.
Dennis Hockey reported to council
Monday night that recent water test
reports show sewage overflow in the
municipality is high.
The report comes on the
heels of a flood in the munic-
ipality March 5 during which
sewage lift stations over-
flowed. Hockey noted
sewage systems are designed
to overflow during "high flow
events." He explained the
overflowing and bypassing of
sewage systems does not
impact the environment as
much as other sewage spills
because the quantity of the spill is low in
comparison to the water it is flowing into.
When the sewage system can't handle
the amount of water in it and the water
doesn't end up in the lagoon, it ends up in
an overflow stream that goes into the
Ausable River. The recent event Hockey
spoke about happened in Huron Park.
The overflow water is untreated but is
diluted and mixed with rainwater.
Hockey then went on to explain options
the municipality has in trying to minimize
the amount of water that enters the
sewage system. A 1999 Exeter bylaw
states newly constructed homes cannot
have footing tile connected to the system.
Also, roof drains on new homes cannot
be connected to the system, although
homes with such connections before the
bylaw was passed are still allowed to be
connected.
One way the municipality has tried to
minimize inflow into the sewage system
was a 2003 incentive plan to promote
backflow preventers in residential
sewage systems. Hockey said only a
handful of homes participated in the pro-
gram, which also saw footing tile discon-
nected. He said additional incentives
could be offered to promote the plan, or
the municipality could offer a 10 per cent
reduction of sewage rates to customers
who have no footing tile or roof drain
connected into the system.
Another option, one Hockey said will
not be received well by the public, would
be to pass a bylaw demanding all roof
drains and footing tile con-
nections be disconnected
within a certain time frame.
"If we are serious about
minimizing inflow, some kind
of action needs to take
place," Hockey's report
states.
He said his department is
looking at ways to prevent
stormwater from entering
the sewage system. One way
is to promote the use of rain barrels and
to encourage households to use that
water to water lawns and gardens.
Council made no decision, but will dis-
cuss the issue further.
Answering a question from Deputy
Mayor Dave Urlin on how much sewage
was recently bypassed, Hockey said he
didn't know the exact amount, but the
Exeter system overflowed for 24 hours.
He said basements did flood during the
recent flood, but there were no com-
plaints about sewage in basements.
Urlin encouraged the municipality to
come up with a proactive approach to the
sewage problem.
"We've got to come up with some plan,"
he said.
Coun. Ken Oke asked Hockey if he could
guarantee there would be no overflow
problem if the municipality cut off roof
drain connections and tile drains. Hockey
said he couldn't make a guarantee, but
he'd be confident the problem would be
solved.
Oke said the only people who would buy
