No doubt is left that in the event of another war the entire civilian population will be involved in some form of civil defense, so that it is ;Just as well for as many of the public as possible to get acquainted with the subject. Peace -tinge civil defense organi- sation is to be on a voluntary basis, lander full -tune paid instructors. Volunteers will have to take their training and service seriously and will be liable to fines of up to five pounds kr unjustified absenteeism. Four colleges arc to be esta- blished for the purpose of training laetructors for defense against new forms of attack. Meanwhile there will be built up fast mobile columns of the professional air -defense sys- eer11, which will operate with vol - votary defenders. There is to be no extravagant :pending on civil defense. As in lege case of other British rearma- ment, the cost will be built to Britain's capacity to pay without ;Jeopardizing- economic recovery. The bill is somewhat vague and will probably be under heavy at- tack because of this when it comes before Parliament, most likely early ilia the New Year. But in spite of what the opposition critics will say, It must be realized that it is almost Impossible to be definite regarding defense measures against atomic warfare. In fact the Government, in defending the bill, may very e 11 quote some of Winston Churchill's civil -defense experts in World War II, who contend that there can be no reasonably effective defense against the atom bomb. , Russia Recent United States naval maneuvers, in which a few submar- ines of the "Schnorkel" type thor- oughly smashed—theoretically--a strong fleet of surface ships has Raised fresh speculation as to just where Russia stands in the matter of under -water craft. Latest data in this. regard comes from. "Jane's Fighting Ships," long Recognized as the real authority on the world's navies. A recently pub- lished edition of this work states that Russia has about 250 subs in eommission with possibly 100 others under. construction. Upon the collapse of German re- tsistance in the last war the Soviets got a number of submarines of the new type together with prefab- ricated parts, building facilities, plans and expert personnel. This type of sub is of a streamlined variety, capable of dol g 16 knots when submerged, and because of the "SchnorkeI" or breathing appar- atus, able to stay under water in- definitely. When the war ended Nazi de- idglacrs were working on another type. capable of underwater speed of around 26 knots; but it is doubt- ful if the Russians secured more than partially perfected plans of this. Butaldheu the Russians un- doubtedly possess a most formid- able U-boat fleet the question is would they be able to use it to advantage. Highly trained crews are of the utmost importance, and expert opinion differs regarding the ability of Russian personnel to ]adapt itself to the intricacies of t/nderw-• r , ',n5. Of the 35,244 a total of 1951 are x-eported to have been executed. Another 2,7138 are in prison under w;,apital sentences.
