Voting on the petition to the Governor General
requesting the revocation of the Order in Council
which brought into force part II of the Canada
Temperance Act in the County of Huron.
Suggestions have been made
during the campaign now being
waged in. Huron and Perth Coun-
ies, where a referendum will be
held November 30 on repeal of
the act, that some such change in
the act can be expected.
In a letter published in the Zur-
ich Citizens News, J, Elgin Mc-
Kinley wrote: "I have the person-
al assurance of the sceretary of
state, given me in the presence of
other responsible citizens of Hur-
on and Perth, that he would spon-
sor the amendments before the
cabinet."
Minister Disagrees
But the secretary of state,
Henri Courtemanche, countered
with: "As the responsible minis-
ter I undertook to report fully
and accurately to cabinet the re-
presentations made to me. I
made it quite clear that decisions
rested, however, with the cabin-
et.,,
Hubert McConnell, field secre-
tary for the Ontario Temperance
Federation, told a meeting at
Brussels that the committee, cam-
paigning for retention of the
CTA, had received assurances
that an amendment would be
sponsored before Parliament.
One version had it that he de-
clared the assurance came from
the minister of justice.
Justice Minister E. Davie Ful-
ton said: "There must be some
mistake. I'm sure I would not
have made such a commitment to
anyone, Any responsibility in
that field rests with the secretary
of state."
Mr. McConnell said later that
he may have said "justice minis-
ter," but that if he did, he meant
secretary of state.
